Harkless, City Clerk SUBJECT: RESOLUTION ENDORSING CENSUS 2000. RECOMMENDATION Adopt Resolution No. 2000 -_ endorsing Census 2000. BACKGROUND On January 28, 2000, the City Manager received a letter from Charles V. (Chuck) Smith, Chairman of the Board of Supervisors, on behalf of the Orange County Complete Count Committee, encouraging the City of Newport Beach to participate in a countywide effort in recognizing the upcoming census. One of the activities that the City has been asked to participate in is the adoption of a resolution in support of the Census 2000. The attached letter from Supervisor Smith outlines how the census participation affects the City of Newport Beach. LaVonne M. Harkless, City Clerk Attachment - Draft Resolution Letter from Supervisor Smith RESOLUTION NO. 2000- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NEWPORT BEACH ENDORSING CENSUS 2000. WHEREAS, a decennial census of every resident is required under Article 1, Section 2 of the United States Constitution; and WHEREAS, an accurate census is essential for the allocation of representation within the legislative bodies of the United States House of Representatives, the California State Legislature, and within California city and county voting districts; and WHEREAS, billions of dollars each year in intergovernmental funding for health, education, transportation, child and elder care, emergency preparation and response, public works and social support programs of all kinds depends on complete and accurate age, population and other ethnic and demographic information gathered every ten years; and WHEREAS, all units of government, large and small corporations, non -profit organizations, religious organizations, and local businesses of all sizes require accurate information on population and family size and income data for investment, job development and marketing guidance and to determine the impact of educational, health and social programs; and WHEREAS, individual and family information is held completely confidential by strong federal laws supported by consistent court rulings at all levels and is never released even to other units of local, state or federal governments except in large statistical totals, or to family members after 72 years for genealogical purposes only. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF NEWPORT BEACH, CALIFORNIA, does hereby endorse and fully support the United States Census Bureau's desire to conduct a complete and accurate count of all U.S. residents as of April 1, 2000; and Further urge our constituents to join with us in enthusiastically supporting Census 2000 and urging all those with whom we have contact or influence to assist the U.S. Census Bureau in every way possible, and to return the census questionnaires promptly and accurately so that Census 2000 can be the most accurate and most efficiently conducted resident count ever conducted. The two activities the Committee is asking cities to participate in are 1) adopting a resolution in support of Census 20000 (see enclosures) and 2) conducting a city hall/civic center ceremony during the week of March 13, 2000 acknowledging the importance of the census and encouraging residents to fill out the census form. Please feel free to invite the local media to this event so residents in your community are aware of the importance and benefits resulting from the census. The reasons for encouraging census participation are threefold in how it affects the City of City of Newport Beach. Money — The 1990 Census undercount cost California an estimated $1.5 billion in federal funding — money that could have been used locally for education, capital improvements and social services. For the next 10 years, 2000 -2010, the federal government will allocate over $100 billion dollars to state and local governments. An undercount in 2000 will greatly affect the amount allocated to Orange County. Apportionment — Every 10 years the House of Representatives reapportions its seats based on population figures. State and local legislative districts are also redrawn all based on ce,lsus data. The more accurate the count, the more accurate the representation is for Orange County. Based on the 1990 undercount, the County was estimated to have lost at least one additional seat in the House. Information — Census data is utilized by entities, both public and private, to plan and provide various services to the community from constructing future schools and roads to establishing businesses. It is our shared responsibility to be proactive and I hope the City of City of Newport Beach makes every effort possible to become involved. A follow up call will be made the week of February 28, 2000 to confirm your city's plans and activities to assist the Complete Count Committee and United States Census Bureau in making Census 2000 the most complete and accurate one in history.
