Adopt Resolution No. 2000 -_ establishing the Affordable Housing Task Force; and 2. Confirm Mayor Noyes' appointment of and to the Affordable Housing Task Force. Back rg ound At the request of Mayor Noyes, a task force is suggested to identify, evaluate and implement one or more affordable housing projects to meet community needs and achieve regional affordable housing goals. The private development industry has provided housing for upper income levels, but lower income housing has not been provided by the development industry to meet City and regional needs. The City has been seeking projects to best utilize funds received from the Ford Development and seeking resolution of the affordable housing issue outstanding from the CIOSA Agreement. These issues will be the focus of the task force. On August 28, 1995, the City Council adopted Resolution No. 95 -98, establishing a Ford Land Affordable Housing Task Team in accordance with the Ford Development Agreement. It included one City Council member, one representativeof Ford Motor Land Development Corporation and three staff members. The Task Team was established for a two year term, which has since expired. The Task Team developed options to utilize funds provided as part of the Ford Development Agreement to meet the goal for the development of high quality affordable units and circulated a Request for Proposals. As a result of the RFP process, the senior housing project at Newport Village was selected to utilize Ford funds and satisfy The Irvine Company CIOSA requirements. This project did not go forward because the City and The Irvine Company did not reach an agreement. Since that time, staff has sought potential projects and worked with developers to identify ways to use the Ford funds to provide affordable housing. -1- Discussion It is suggested the task force be composed of three City Council members supported by City staff from the City Manager's office, City Attorney's office and the Planning Department. The Task Force may choose to consult with property owners, builders and persons experienced in the development of affordable housing. Ford Development is no longer involved, having satisfied their obligation through payment of funds according to the Ford Development Agreement. TEAGUE, AICP Senior Planner Page 2 RESOLUTION NO. 2000- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NEWPORT BEACH ESTABLISHING THE AFFORDABLE HOUSING TASK FORCE WHEREAS, the City's Housing Element encourages the housing development industry to respond to the housing needs of the community as well as the demand for housing perceived by the industry; and WHEREAS, private industry alone has not generated affordable housing units to meet community needs and achieve regional housing goals in Newport Beach; and WHEREAS, in order to meet community needs and achieve regional goals, a Task Force is needed to identify, evaluate and implement one or more affordable housing projects to address the affordable housing needs in Newport Beach. NOW, THEREFORE, LET IT BE RESOLVED that the City Council of the City of Newport Beach does hereby establish the Affordable Housing Task Force. BE IT FURTHER RESOLVED that the Task Foce shall have the following responsibilities and characteristics: 1. Membership shall consist of three (3) City Council members appointed by the Mayor and supported by City staff. 2. The duties and responsibilities of the Task Force shall be to identify, evaluate and implement one or more affordable housing projects to satisfy community needs and achieve regional housing goals. 3. The Task Force shall consult with property owners, builders and persons experienced in the development of affordable housing as needed. 4. The meeting schedule of the Task Force shall be determined by members of the Task Force. 5. The term of the Task Force shall be one year, unless extended by the City Council. 6. The goal of the Task Force shall be to submit, for City Council consideration, one or more affordable housing projects to meet community needs and achieve regional housing goals.
