HomeMy WebLinkAbout20 - Donation of Signs - Newport Elementary SchoolMarch 14, 2000 CITY COUNCIL AGENDA ITEM NO. 20 TO: Mayor and Members of the City Council FROM: Public Works Department SUBJECT: DONATION OF SIGNS — NEWPORT ELEMENTARY SCHOOL RECOMMENDATIONS: 1. Accept the donation of eight signs from the Sons of the American Legion for installation by City forces at Newport Elementary School. 2. Direct staff to convert existing school signage to the new color signs at the time replacement is required. DISCUSSION: The Sons of the American Legion has offered to purchase eight new signs to be installed at Newport Elementary School (see attached letter). These new signs have a flourescent yellow - green background (in place of the yellow background used on most warning signs). Staff believes the new signs will be very eye- catching initially due to their bright, unusual color. However, the new signs may lose some of their effectiveness as motorists become accustomed to the new color. The City only installs signs complying with the California Vehicle Code and approved by the California Traffic Control Devices Committee. The new signs satisfy these requirements. The new sign color is optional. Staff will verify the signs purchased by the Sons of the American Legion meet these standards. Because of the high volume of traffic on Balboa Boulevard in front of Newport Elementary School, Staff considers it to be a good location to convert to the new signs. Staff recommends that signage at other schools in the City be converted to the new signs as old signs wear and need to be replaced. The cost for new signs at all school locations is estimated to be $3000. Respectfully sub d, PIIBLIC WORKS DEPARTMENT Don Webb, Director By: a1dtCGYno,d Richard Edmonston, P.E. Box 1768 Newport Beach, CA 92658 -8915 In 1932 the American Legion created as organization known as the Sons of the American Legion. The purposes of this organization include upholding and defending the Constitution, maintaining law and order, fostering a true spirit of Americanism and inculcating a sense of individual obligation to the community, state and the nation. Newport Harbor Squadron 291 was established in 1934, which coincidentally was the same year American Legion Post 291 erected the flagpole in front of Newport Elementary School. A short time ago Squadron 291 had that flagpole refurbished and also donated new flags to the school. Now we wish to undertake another project at the school, the upgrading of the school crossing signs. We would like to purchase four 36 "signs (school crossing symbol), two 24x18" signs (school crossing placard) and two 36x12" signs (school placard.) Zumar Industries Inc will supply these signs. We have budgeted five hundred dollars ($500) for this project. Thank you for approval and assistance with this project. We believe that it will provide a safer environment for the students, and provide the Sons of the American Legion another opportunity to serve the local community. Sincerely, Michael S.
