Bludau, City Manager DATE: March 14, 2000 SUBJECT: COUNCIL DISCUSSION OF GENERAL PLAN REVISION PLANNING PROCESSES AND POSSIBLE ROLE OF COMMUNITY SURVEY IN THE PROCESS BACKGROUND • At its February 8th Study Session, the City Council consensus was to undertake a planning process resulting in the revision of the City's General Plan document. Part of the discussion centered on whether a community survey or questionnaire could be a valuable mechanism to initiate the process. Various kinds of surveys were discussed, and the City Manager volunteered to provide a survey professional who could help to educate Council, staff and the public on various surveys and survey processes. STUDY SESSION CONTENT Carolyn M. Verheyen of Moore lacofano Goltsman, Inc. (MIG) will be present to talk about public surveys her firm has conducted for various public agencies. The purpose of any survey is critical to developing the survey questions and process. It appears the City Council would like to consider using a survey to help determine community land use planning concerns and perceptions, in order to provide guidance as to which areas in the existing General Plan should be considered for revision. The difference between a controlled sample survey and a community wide survey is an area of Council interest. MIG is a firm which does both surveys and planning process work. They have provided public involvement services to support general planning processes in numerous California cities, including General Plan revision processes in Pasadena, Davis and Santa Barbara. The purpose of the Study Session is to obtain information and ideas concerning how a successful planning process could be developed, resulting in a revised General Plan, . which reflects the desires and needs of the community. MOORE IACOFANO GOLTSMAN, INC. 3 REPRESENTATIVE PROJECTS • Pasadena Comprehensive General Plan, Pasadena, CA. The City of Pasadena undertook a Comprehensive General Plan revision in response to growth management issues arising during the 1980s. MIG designed and implemented an extensive, multi -phase Community Outreach Program that was successful in facilitating broad community participation in the revision. On- going public information and education regarding planning issues were conducted through a bilingual newsletter explaining growth management issues; production of publicity materials; and design and facilitation of three bilingual Citywide Forums and several community workshops. MIG also produced a workshop kit and conducted two training sessions with neighborhood leaders. The City of Pasadena and MIG received an award from the California Chapter of the American Planning Association for `Best Use of Media." MIG is currently working on the City's 5 -year Update to the General Plan. As part of this effort, MIG designed a "story bus," as a unique public participation tool. The bus is wrapped in colorful images to encourage involvement and inform the public about the city's general planning process. As a mobile unit, the bus provides free transportation to different neighborhoods, while distributing materials about planning options and soliciting input from the community. • Los Angeles General Plan Framework Public Participation and Communications Program, Los Angeles, CA. MIG was retained to develop and implement a Public Participation and Communications Program to maximize the Los Angeles community's understanding of and involvement in the City's General Plan Framework Project. Preparation of the Framework was the first step in updating the City's General Plan and the 35 individual Community Plans. In September 1992, MIG met with Citywide Planning staff and designed and implemented the Phase I Public Participation /Outreach Program which was composed of the following interviews with 110 community leaders and stakeholders, including interview instrument design and training city staff to administer the interviews; design, preparation, and facilitation of eight area Issues and Visions Community Workshops, including handouts, graphics, and training City staff to facilitate small group discussions; design and production of a Workshop Kit which enabled community leaders to conduct their own organization workshop ('over 37 workshops were conducted using the kit); design and production of a 10 minute video presentation summarizing Phase I key themes; and the preparation for and facilitation of two Citywide Community Issue and Vision events. In August 1993, MIG revised the Public Participation /Outreach Program and developed an additional Communications Program to further emphasize the project's information and involvement component. Tasks included: design and production of five (5) video presentations;. media liaison services, including preparation /distribution of press release packets to print and electronic media; minority community outreach including setting up a 1 -800 information line in four languages; design and production of an information display to be exhibited at ethnic festivals /churches; outreach program management including project logo design (Take a Step into the Future ofLA), preparation /distribution of information update letters, an information brochure (LA City Planning at a Glance), and a series of project newsletters. MIG also designed and facilitated two (2) rounds of workshops and two citywide Options and Implementation workshops. is MOORE IACOFANO GOLTSMAN, INC. a • City of Coronado Community Center and City Services Survey, Coronado, CA. The City of Coronado Community Survey was designed to gather public opinions on a proposed Community Center and to determine resident's satisfaction with City services. The results of the survey were used by the Coronado City Council and City staff in refining policy directions concerning the remodeling, siting, and /or building of new City and community facilities as well as the improvement of current City services. MIG was responsible for designing, testing, and administering a statistically valid telephone survey. This included training survey interviewers, conducting a pilot survey, and ensuring the success of the survey through daily monitoring. MIG tabulated and analyzed the survey data, prepared a survey summary report, and presented findings to the City Council. Carolyn Verheyen was the principal -in- charge and project manager. Concord Department of Leisure Services Strategic Plan, Concord, CA. MIG is currently working with the City of Concord in preparing a strategic plan to help guide the allocation of Department resources in order to meet the leisure and community service needs of Concord residents. MIG was responsible for the following tasks: documentation review; needs assessment; community survey (sample size 600); Citizen's Advisory Committee Forums; staff workshops; and preparation of the draft and final Strategic Plan, including performance measures. Riverside County Integrated Plan, Riverside, CA. MIG is providing public outreach services related to three major planning efforts for the Riverside General Plan Update process. The three areas include a general plan for the unincorporated area of Riverside County, a Multi- Species Habitat Conservation Plan for western Riverside County, and identification of potential new transportation corridors within western Riverside County. The primary goal was to provide an open and inclusive process leading to consensus among key stakeholders. City of Laguna Beach Visioning Process and Strategic Plan. MIG is currently helping the City of Laguna Beach to develop a vision for its future through consensus and agreement from • representatives from the entire community. This vision will be a "road map" to the future of the community and help to direct and coordinate future actions, and seek to improve the quality of life in Laguna Beach and the well being of community members over the course of the next thirty (30) years. As part of this broad -based visioning effort, the City seeks to develop a Strategic Plan that will serve as a guide and tool to help the community implement the vision and strengthen collaboration among the wide range of community stakeholders. MIG organized, facilitated and graphically recorded a series of workshops to obtain feedback from citizens regarding planning issues, alternatives and implementation strategies. MIG designed the entire public involvement process and will also conduct a community visioning festival and community surveys. • Oakland General Plan Update, Oakland, CA. In 1996, the City of Oakland began updating its General Plan, a planning document for the City's physical growth and development for the next 20 years. The General Plan Update was guided by Oakland's General Plan Congress, a 33- member group of volunteers appointed by the Mayor and City Council to represent the people of Oakland. MIG worked with the City and the General Plan Congress to develop and implement a public participation program to support the Update process. MIG designed and produced "Envision Oakland: A Discussion Guide to Potential Change Areas and Policies," describing the purpose for the General Plan Update and the proposed policy outline for Oakland's future development. In addition, MIG planned and facilitated numerous community workshops, General Plan Congress meetings, and a Planning Fair that provided the people of Oakland with a role in determining their City's future. MOORE IACOFANO GOLTSMAN, INC. Laguna Niguel Park and Recreation Master Plan, Laguna Niguel, CA. MIG implemented the . planning process and produced the final Laguna Niguel Park and Recreation Master Plan. MIG conducted a door -to -door survey of community residents, focus groups sessions; a facilities inventory; an evaluation of recreational programs; and prepared a demographic profile and recommendations for improving recreation programs and facilities. City of Ventura Regional Sports Park Conceptual Plan, Ventura, CA. In Ventura, the growth in housing and business in recent years has led to the need for a major sports facility. MIG developed an interactive, public participation process to create a Conceptual Plan for the Sports Park. In order to effectively plan for future development, MIG is incorporating community involvement with needs analysis. MIG's outreach program included: interviews; with key stakeholders; public meetings; focus groups; and Town Hall meetings. In addition MIG developed design alternatives, coordinated with EIR process, and is currently conducting a needs assessment survey throughout the Ventura community. San Rafael General Plan Update —North San Rafael Vision Plan, San Rafael, CA. As part of San Rafael's General Plan Update, the North San Rafael Vision Plan was developed as a guide for growth management and neighborhood preservation in North San Rafael. MIG worked with residents, business owners and public officials representing the North San Rafael community to develop the vision planning process. MIG then worked with a Council- appointed Steering Committee to facilitate and implement the year -long process. As an introduction, a Visioning Festival was held to kick -off the visioning process, generate excitement about the project, and encourage community participation. City of Santa Barbara General Plan Update, Santa Barbara, CA. The City of Santa Barbara updated its General Plan in order to become consistent with the goal of "living within resources" as mandated by city voters. The Update process included: technical studies, such as water, traffic, and downtown development, development of four "growth alternatives "; a comprehensive • public participation program; and a written report summarizing citizen feedback indicating the preferred level of future growth and identifying concerns and preferences for planning issues and implementation strategies. MIG conducted interviews with community leaders in government, business and various community organizations and facilitated two town meetings to review the growth alternatives. MIG also organized, facilitated and graphically recorded a series of neighborhood workshops to obtain feedback from citizens regarding planting issues, alternatives and implementation strategies. In addition, MIG prepared a technical information packet and workshop comment sheets, and administered a statistically -valid survey to gauge city residents and businesses concerns regarding the Update process. MIG produced a final report and slide presentation summarizing the results of all of the Public Participation Program. • City of Davis General Plan, Davis, CA. MIG was hired to complete a series of tasks leading to development of a new General Plan for the City of Davis. Initially, the firm was brought in to develop the public outreach and participation program for the General Plan Update. Subsequently, MIG was hired to complete the General Plan document, work with the community on several highly visible land use issues such as placement of a major business park and neighborhood land use options, and to manage the EIR and fiscal studies leading to Plan adoption. The emerging General Plan is the product of hundreds of community workshops and events, study sessions and hearings. The focus of the Plan is on the creation of a sustainable community based on a compact urban form surrounded by greenbelt, a strong vibrant downtown, use of alternative transportation modes, a high level of recreational amenities, and a series of habitat and open space enhancements. MIG developed and implemented a multi- faceted public information program to keep County residents informed about the Countywide General Plan update process. Given the number of jurisdictions involved and the wide variety of land areas with specialized planning needs, the public information program was critical to keeping all parties involved up -to -speed on the Plan's development. MIG designed and produced a newsletter series; a slide and video presentation; a question- and - answer briefing guide; and project press releases. Dr. Senden worked from 1979 to 1989 as a consultant to statewide, U. S Senate and House of Representative candidates. He is nationally recognized for his grassroots organizing talents, having been one of 16 state directors chosen to organize the Hands Across America event in 1986. Ms. Abington has a B.S. from the University of Nebraska and came to polling and campaign work after a distinguished career as a teacher and Administrator of a K -S program for gifted students.
