SUBJECT: COAST HIGHWAY SIDEWALK, CURB AND GUTTER IN CORONA DEL
MAR ADJACENT TO SHORECLIFFS AND CAMEO SHORES
RECOMMENDATION:
That the City construct curb, gutter and sidewalk improvements on the south side of
Coast Highway easterly of Cameo Shores Road during FY 2000 -01 and that an offer of
$19,000 be made to the Cameo Community Association as a contribution toward the
construction of a masonry wall.
DISCUSSION:
Councilman O'Neil requested staff information on sidewalk, curb and gutter completion
along Coast Highway in Corona del Mar adjacent to Shorecliffs and Cameo Shores.
All curb, gutter, and sidewalk are in place along the northerly side of the highway from
Cameo Shores Drive westerly. The following portions are missing along the southerly
side of the highway:
• 800± foot -long section between Seaward Road and Morning Canyon Road
adjacent to Shorecliffs.
• 1300± foot -long section from Morning Canyon Road to Cameo Shores Road.
• 350± foot -long section between Cameo Shores Road and the Easterly City limits.
The following portion on the northerly side of the highway is missing also:
• 1000± foot long section from Cameo Shores Road to the Easterly City Limit.
Typical sections for sidewalk construction are shown on the attached sketches.
Following are descriptions and cost estimates for the construction needed to complete
the missing sections:
1. Between Seaward Road and Morning Canyon Road Adjacent to Shorecliffs
This portion needs curb access ramps at the intersections, curb and gutter, a 5 -foot
walkway (that would meander behind five existing ficus and mature coral trees at

the entrances to Shorecliffs), irrigation, and plant material rehabilitation. Each side
of the highway would then contain a parkway. The estimate for this work is
$57,000.
2. From Morning Canyon Road to Cameo Shores Road
This portion needs curb access ramps at the intersections, curb and gutter, a 6 -foot
sidewalk behind the curb, 440± feet of retaining wall, irrigation, and plant material
rehabilitation. The estimate for this work is $147,000. Replacing the old 6 -foot high
wooden fence with a new wooden fence along Hampden Road would add an
additional $19,000 to the project estimate.
3. Between Cameo Shores Road and the Easterly City Limit (South Side)
This portion of Coast Highway needs curb access ramps at the intersections, curb
and gutter, a 10 -foot sidewalk behind the curb, irrigation, and plant material
rehabilitation. This segment of sidewalk will provide a bike trail connection to a trail
facility through Crystal Cove State Park. The estimate for this work is $64,000. The
adjoining property owner on Hampden Road is currently constructing improvements
along the right -of -way line that will allow this segment of sidewalk to be constructed
in the next fiscal year. In the past the City has committed to constructing this
segment of curb, gutter and sidewalk as soon as the adjoining property owner
completes his part of the improvements. Funds will be available to do this
construction next fiscal year.
4. Between Cameo Shores Road and the Easterly City Limit (North side)
This portion needs curb access ramps at the intersections, curb and gutter, a 6 -foot
sidewalk behind the curb, irrigation, and plant material rehabilitation. The estimate
for this work is $85,000.
The current preliminary Capital Improvement Budget does not provide funding for the
construction of sidewalks and other improvements for Items 1, 2, and 4. To accomplish
all of the above improvements (Items 1 through 4) would require an additional $308,000
to be budgeted for a total of $372,000.
Attached is a letter from the Chairperson of the Cameo Community Association Long
Range Planning Committee requesting the City to participate in the construction of wall
and sidewalk improvements on Coast Highway adjacent to the Association. The
sidewalk request is for the City to pay for and construct Items 2 and 3 above. The wall
request is for the City to fund a share of a masonry wall that is estimated to have a total
cost of $85,000. The estimated City share of the wall cost would be $37,500.
In 1997 the City offered to give the Association $19,000 over a period of three years to
be used for the replacement of the existing wooden fence. See the attached letter from

the Public Works Director and a 1998 letter from the City Manager. To date this offer
has not been formally accepted.
It is recommended that the City continue with the proposed plan to construct Item 3
above during FY 2000 -01 and honor the $19,000 offer for a contribution toward the wall
construction. During the next year the staff can work with the Association on defining a
Capital Improvement Project request for FY 2001 -02 for the construction of Item 2 in
conjunction with the Association's project for wall and entrance improvements.

To The Honorable Mayor John Noyes and City Council Members:
The homeowners and residents of Corona del Mar's Cameo Community Association
request the assistance of the City Council Members in approving funding to substantially
improve the southern most entry to the city of Newport Beach.
Background: The Cameo Community Association represents two developments, Cameo
Shores and Cameo Highlands that reside on the southern most boarder of Newport Beach
with Pacific Coast Highway separating the two. These communities were built in around
1960 by the Irvine Company. At that time, the developer constructed a wooden fence to
provide privacy and safety for the residents and two small monuments marking the
entrances to the community. The developer did not provide a sidewalk at that time.
Since then, over 40 years of development have continued on both sides of the Cameos.
From Laguna Beach, to Pelican Point and the other Newport Coast developments to
numerous developments throughout the City of Newport Beach, these projects have
completely changed the dynamics of Pacific Coast Highway and they have negatively
impacted our community. So much so, that community groups have been prompted to
create initiatives, like the Green Light Initiative, to stem the future growth within our
City. While the residents of the Cameos do not want to offer an opinion in favor of
growth or in favor of no-growth, we do want to make it very clear that the continued
increase of traffic on Pacific Coast Highway has diminished the quality of our
neighborhood
That being said, our request is not just about traffic and noise abatement, it's also about
beautification and most importantly, safety. Not only has the flow of traffic increased
over the years, so has the speed at which vehicles travel by our community. In addition,
the pedestrian traffic has also increased. Forty years ago the sight of joggers and cyclists
were common, but not nearly as common as one can witness today with literally
hundreds of these pedestrians moving along Coast Highway right along side motor
vehicles traveling in speeds in excess of 60 miles per hour. The pedestrians desire to
enjoy the beauty of Crystal Cove State Beach draws people of all ages; some walking,
some cycling, some skating, others walking dogs or pushing baby carriages. When you
think of all this pedestrian activity occurring literally right alongside a "highway" with no
barrier what so ever, it's really quite absurd It's almost like taking a stroll down the 405.
From the beautification aspect, as mentioned, the Cameos are placed in the southern most
entrance of (or exit of) the City of Newport Beach. Realtors are keenly aware of the
value of curb appeal. The old expression, `you never get a second chance for a good first
impression" holds true in this situation as well. The point is that the Cameos are more
than just another tract of homes. In many respects the Cameos "are" what Newport
Beach "is ". That is, elegance, style and beauty near the Pacific.
What our request involves addressing all of these issues, safety, beauty and quality of
life. We, as an association, recognize our personal needs and abilities to improve our
circumstances. And, as an association, we are prepared to step -up to the plate to see that
these improvements are made. However, as an association we could not control the
development that has occurred around us over the past 40 years or for the next 40 years
for that matter. Therefore, we are looking to the City for some assistance with our
project, a project we believe will not only benefit the Cameos, but every resident of
Newport Beach as well as those the come to visit our community and enjoy its grandeur.
Project Scope:
There are three projects components to our request:
• A sidewalk along the ocean side of Pacific Coast Highway
• A wall, paralleling the sidewalk along the ocean side of Pacific Coast Highway
• Two entrances, one on the Shores and the other on the Highlands side of the
Cameos
The sidewalk, as mentioned, is first and foremost a safety issue. There are literally only
two blocks along Pacific Coast Highway and throughout the entirety of Newport Beach
that do not provide pedestrians with the safety of sidewalks. If the Cameos were built
today, the developers would be compelled to provide these, I hesitate to call them
"amenities ", as did the Irvine Company when completing Newport Coast just south of the
Cameos. The stretch of highway in front of the Cameos is approximately 1,200 feet
Approximately 100 feet of this phase of the project will be paid for entirely by one of the
Cameo residents. Under a separate agreement, this Cameo resident will be paying for
approximately 100 feet of the proposed wall as well. The entrance to Cameo shores takes
up approximately another 100 feet, leaving the remaining distance of about 1000 feet that
would require pavement.
The wall is similar in length. While safety is always a concern, and the current
dilapidated wooden fence or even a new wooden fence will provide little safety from
flying objects caused by the fast moving traffic, the biggest issues here are noise
reduction and beautification. Therefore, we are proposing that a solid block wall to
replace the wooden fence. This would not only afford the desired safety features, but it
also would be virtually maintenance free, provide a far superior sound barrier and be
aesthetically pleasing and consistent with the wall built in front of Newport Coast
We recognize that the most immediate benefit from the wall will be inured to the
residents of the Shores, particularly those residing on Hampden. However, the land the
current fence resides on currently belongs to the City. Therefore, in exchange for the
City's financial aid in the construction of a new wall, the Cameos would be willing to
take ownership of that land from the City and, therefore, remove the City from any future
costs associated with landscaping, irrigation, insurance or maintenance issues.
The entrances are located on both sides of Coast Highway. Their refurbishment is strictly
a beautification issue. Is that important? Just look at the monuments built by the Irvine
Company that announce to the world that you are now entering Newport Coast. The
Cameo Association proposes to build entrances that would be consistent with the prestige
of our neighborhood and the City of Newport Beach and announce to everyone passing
by them that they "have arrived" in Newport Beach.
The Proposal:
We estimate that the entire project will cost approximately $250,000. We estimate that
the entrances would comprise approximately $100,000 of the overall project and we
propose that our Association pay for this entirely from our own Association funds.
As for the wall, we would look to the city for matching funds for its construction. Our
estimates indicate that the total cost to build a wall will be around $85,000. As
mentioned, one of our residents is personally responsible for about 100 feet of this wall
and will be absorbing approximately $10,000 of the costs. Therefore, we are asking that
the city match the Association's funds to construct the remainder of the wall.
Lastly, there is the sidewalk. As this is clearly a health and safety issue for the City, its
residents and visitors, we are asking that the City pay for its construction entirely. We
estimate this cost at approximately $65,000.
Hopefully, I have made it clear that we are not just coming to the City with our hands
out- stretched for money. We recognize our ability and our responsibility as fellow
homeowners and residents of the City of Newport to take care of our own needs. We also
recognize the Councils responsibility to use public funds wisely and fairly. However, we
believe, and hope that the council will agree, that our proposal is equitable and benefits
everyone involved accordingly. On behalf of all of the residents of the Cameos I want to
thank the Council for taking the time to consider our proposal.

Subject: Replacement of Hampden•Road /Coast Highway Fence
Dear Mr. Robbert,
At the June 20, 1997 meeting with you, the City Manager, Kevin Murphy, Phil Sansone,
Charles Cannon and me, the replacement of the wood grapestake fence between
Hampden Road and Coast Highway was discussed. This letter is to summarize the
items discussed at the meeting and formalize the recommendation the City staff will
bring to the City Council if the Cameo Community Association concurs.
To the best of the City's knowledge, the fence was installed by the tract developer at
the time of initial development of the tract. It is installed on a strip of land deeded to the
City in 1966 by The Irvine Company and tract developers. This is eight years after the
tract map was filed.
The City considers the existing fence to be a tract boundary fence whose primary
purpose is to provide a separation and privacy for the Cameo Shores area from Coast
Highway. The normal maintenance responsibility for tract boundary fences is with the
tract community association.
Since this fence is on a strip of City property, the Cameo Community Association has
asked that the City replace the fence. While it is unclear what the City's responsibility is
for maintenance and reconstruction of the fence, it is on City property and the City
wants to work with the Association to provide a mutually acceptable solution to the
fence replacement.
The Community Association has submitted plans to the City for the construction of a
concrete block wall to replace the fence and revisions to the entrance way at Cameo
Shores and Cameo Highlands Drive. These facilities are substantially more expensive
than replacing the wood fence in kind.

An estimated cost to replace 900 feet of the existing fence, including removal and
disposal of the old fence, would be $13,500 for 6 inch sawn cedar, and $19,000 for split
grapestake.
If the Cameo Community Association agrees with the following proposal, the City
Manager will request the City Council to authorize the following:
1. The City will contribute $19,000 toward the construction of the concrete block wall
and entrance revisions proposed by the Association.
2. The City will deed those portions of Lots B & C not needed for street purposes (see
attached sketch) to the Community Association with the understanding that the City
has no further responsibility for the boundary fence construction, maintenance or
replacement.
3. The City will pay the contribution in three annual contributions of $7,000 the first
year and $6,000 for each of the following two years. The first payment would be
after a building permit has been issued for the Association's proposed work and a
contractor has been retained to construct the improvements. The remaining
payments would be made in 12 month intervals following the first payment.
4. If the Association does not want to accept ownership of Lots B & C, then an
agreement will be required that states that the City has no future responsibility to
construct, maintain or replace the fence, wall or entry improvements constructed on
Lots B & C.
If the Cameo Community Association wishes to proceed with the above proposal,
please contact me and the item can be agendized for City Council consideration.
