Adopt a resolution establishing parking meter fees in off - street parking lots. 2. Introduce an ordinance establishing parking meter fees for on- street meters and pass a second reading on June 13, 2000. DISCUSSION: The City's consultant for the Balboa Peninsula Parking Management Program made a number of recommendations on how the City's limited supply of parking spaces could be more effectively managed. These recommendations resulted from their knowledge of parking programs in other coastal cities as well as a series of community workshops. One of those recommendations was to increase the hourly meter fees for meters that are currently charging less than $1.00 per hour. The consultant's recommendations were discussed several times by the City Council including most recently at the Study Session on May 9, 2000. The City establishes meter operations by resolution for meters in off - street parking lots. The proposed changes are an increase in rate from $.25 /hour to $.50 /hour in the Cannery Village Parking Lot and the Central Lot in the Lido Marina Village area. In the Balboa Village area the rate would be increased from $.50 /hour to $1.00 /hour in the Palm Street Lot and in the small Washington Street Lot from $.25 /hour to $1.00 /hour. The rates for the on- street meters are established by ordinance. The recommendation is an increase to $1.00 /hour for the meters on Balboa Boulevard, Palm Street, and Bay Avenue in Balboa Village. The on- street meters in Cannery Village and the Lido area near City Hall will have a rate increase to $.50 /hour. The changes for both on- street and off - street meters are shown on Exhibit 1. W 0 W �� O P4 a� D 0 % 1S N1Sl CIO OQP Z -ON CP RESOLUTION NO. 2000 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NEWPORT BEACH ESTABLISHING OFF - STREET PARKING METER ZONES AND REGULATIONS FOR THE OPERATION OF PARKING METERS AND RESCINDING RESOLUTION NO. 99-22 WHEREAS, Title 12, Chapter 44 of the Newport Beach Municipal Code establishes, among other things, on- street parking meter zones and sets the fees for parking in such zones and further provides that the City Council may, by resolution, establish off - street parking meter zones and set the fees for parking in said zones; and WHEREAS, said Chapter further provides that the City Council shall, by resolution, designate the number of coins to be deposited into parking meters, the parking time allowed following such deposit, the hours of the day, the days of the week, and the weeks of the year during which deposits are required and the meters will be in operation. NOW, THEREFORE, the City Council of the City of Newport Beach declares and resolves, as follows: Section 1: Traffic and parking conditions require that the following off - street parking meter zones designated in Section 2 be established, and that parking meters be installed and maintained in such zones except where the City Traffic Engineer determines that the presence of parking meters would interfere with the flow of traffic on said land or the use thereof. Section 2: The following off - street parking meter zones are hereby established: Zone 10: The City owned and leased land easterly of and adjacent to Central Avenue between Via Oporto and Newport Bay; Zone 11: The City owned land know as McFadden Parking Lot lying within McFadden Place between Balboa Boulevard and Ocean Front; Zone 12: The City owned land known as the Ocean Front Parking Lot lying oceanward of Ocean Front between McFadden Place and 24th Street; Zone 14: The City owned land along 19th Street beach, known as Bay Avenue, between 18th Street and 19'" Street; Zone 15: The parking spaces adjacent to the centerline dividing strip on Balboa Boulevard between 21" Street and Alvarado Street; Zone 16: The City owned land westerly of and parallel to the westerly roadway of Newport Boulevard between 30th Street and 28d' Street; Zone 17: The City owned parking lot at the southeasterly comer of East Bay Avenue and Washington Street; Zone 18: The City owned land southerly of and adjacent to Ocean Front between Palm Street and Main Street; Zone 19: The City owned land northerly of and adjacent to the alley north of Balboa Boulevard and west of 15th Street; Zone 20: The City owned land northerly of Balboa Boulevard and easterly of 18th Street; Zone 21: The City owned land northeasterly of and adjacent to Seashore Drive from 55th Street to Summit Street; Zone 22: The City owned land between Newport Boulevard and Balboa Boulevard from 26th Street to 23rd Street; 2 Zone 23: The City owned land oceanward of Ocean Front between B Street and Main Street, commonly known as the A and B Street Parking Lots; Zone 24: The City owned land northerly of Coast Highway and easterly of Tustin Avenue abutting Ensign View Park, commonly known as Mariner's Mile Parking Lot and access road; Zone 25: The City owned land westerly of Villa Way and southerly of 30th Street, commonly known as Cannery Village Parking Lot; Zone 26: The City owned land northeasterly of Bayside Drive, from Jasmine Avenue to Marguerite Avenue, and the City-owned land on the southwesterly corner of Dahlia Avenue and Fourth Avenue; Zone 27: The City owned land northerly of the alley, south of 32nd Street and easterly of Villa Way. Zone 28: The City owned land northerly of Balboa Boulevard and easterly of Palm Street, commonly known as Palm Street Lot. Section 3: The hours of operation for parking meters are hereby established: Zones 1, 2, 3, 4, 8, 9, 10, 11, 12, 14, 16, 17, 19, 20, 21, 22, 23, 24, 25, 26, and 28: 8:00 a.m. to 6:00 p.m. daily for all meters. Zone 5: On Central Avenue, Newport Boulevard, Via Lido, Via Malaga, Via Oporto and on 32nd Street from Villa Way to Lafayette Avenue, 8:00 a.m. to 6:00 p.m. daily, except on Via Lido between Via Oporto and Lafayette Avenue and on the northerly side 32nd Street from Villa Way to Lafayette Avenue and on Via Oporto from Via Lido to 32nd 3 Street and on Via Malaga the meters shall be in operation from 1:00 p.m. to 6:00 p.m. on Sundays. Zone 6: 8:00 a.m. to 6:00 p.m. daily, except on the easterly side of 15"' Street between Ocean Front and Bay Avenue the meters shall be in operation from 1:00 p.m. to 6:00 p.m. on Sundays. Zone 7: 8:00 a.m. to 6:00 p.m. daily, except on the easterly side of Lafayette Avenue, between Lido Park Drive and Via Lido and the southerly side of 32nd Street between Villa Way and Lafayette Avenue shall be in operation from 1:00 p.m. to 6:00 p.m. on Sundays. Zone 15: 8:00 a.m. to 6:00 p.m. daily, except the meters on Balboa Boulevard, between 13th and 15th Streets, shall be in operation from 1:00 p.m. to 6:00 p.m. on Sundays. Zone 27: 8:00 a.m. to 6:00 p.m. daily, except 1:00 p.m. to 6:00 p.m. on Sundays. Section 4: Meters that provide a parking time limit of 15 minutes, 30 minutes, 1 hour, 2 hours, 6 hours, 10 hours, or 12 hours shall be placed at each parking space in all parking meter zones. The coins to be deposited into the parking meters in all zones shall be nickels, dimes, quarters, or dollars as required by each meter. Subject to the limitations of this Resolution and the Municipal Code, the City Traffic Engineer shall decide the number, location and time limit of parking meters as he determines will best serve the traffic and parking requirements of the particular area and zone. 4 to Section 5: The fees for parking at parking meters in the zones established by this Resolution when the parking meters are in operation are hereby established at twenty -five cents ($.25) per hour in Zone 24, and fifty cents ($.50) per hour in Zones 10, 25, 26; and 27 and one dollar ($1.00) per hour in Zones 11, 12, 14, 15, 16, 17, 18, 19, 20, 21, 22, 23 and 28. BE IT FURTHER RESOLVED that Resolution Number 99 -22 is hereby rescinded. ADOPTED, this day of 2000. The City Council of the City of Newport Beach does hereby ordain as follows: SECTION 1: Section 12.44.040 of the Newport Beach Municipal Code is hereby amended to read as follows: 12.44.40 Parking Meter Fees Fees for parking meters in zones established by Section 12.44.020 when the parking meters are in operation are hereby established as follows: A. One dollar ($1.00) per hour at all meters in Zones 1 and 9. B. One dollar ($1.00) per hour at all meters in Zone 2, except twenty -five cents ($.25) per hour for Coast Highway and Tustin Avenue and fifty cents ($.50) per hour along northbound Newport Boulevard between 26th and 30th Streets, Balboa Boulevard and Bay Avenue. C. Fifty cents ($.50) per hour at all meters in Zones 3 and 7. D. One dollar ($1.00) per hour at all meters in Zone 4 except fifty cents ($.50) per hour on Lido Park Drive and 28th Street. E. Fifty cents ($.50) per hour at all meters in Zone 5 except one dollar ($1.00) per hour on 32nd Street between Balboa Boulevard and Newport Boulevard. F. One dollar ($1.00) per hour at all meters in Zone 6, except fifty cents ($.50) per hour on 28th Street between Newport Boulevard and Villa Way. G. Twenty -five cents ($.25) per hour at all meters in Zone 8. Actions approved included an increase in parking meter fees. All fees in the Balboa Village area were to be increased to $1.00 per hour. The on- street meters in Balboa Village are currently $.25 per hour and those in the Palm Street Parking Lot are $.50 per hour. The action also included raising the meter rates in the Lido area from $.25 to $.50 per hour. Staff recommends all meter fees that are currently $.25 per hour be raised to $.50 per hour. In addition to the meters in the Lido area, this would include the meters along • Coast Highway, in the Mariners Mile Parking Lot, and throughout Cannery Village. The existing meter rates are shown on Attachment 1. Meters with a $.25 per hour rate have been that rate since 1989. Staff contacted the adjacent cities of Huntington Beach and Laguna Beach to compare parking meter rates. Laguna Beach charges $1.00 per hour for all of their meters, both on- street and in parking structures. Huntington Beach currently charges $1.00 at most of their meters. Meter fees along Pacific Coast Highway and in beach lots are $1.50 per hour. Huntington Beach recently introduced an ordinance to increase fees to $2.00 per hour in their downtown parking structure and along Main Street. As of the writing of this memo, no final action has been taken due to extensive opposition to the increase. The consultant who put together the Parking Management Program outlined the benefits of increasing meter rates: • Increasing $.25 per hour fee would increase turnover of prime spaces. Some employees park in the closest spaces and limit convenient access to patrons. • Increasing the rate would bring the City of Newport Beach rates more in line with what other beach cities charge for parking. Leaders of the Balboa Merchants and Owners Association indicated support for the higher rates in Balboa Village. One of their concerns is that on busy beach days, some beach goers come back and feed the meters every hour because it costs much less (• than parking at the Balboa Pier Parking Lot for $1.50 per hour. They feel higher meter SUBJECT: Parking Meter Fee Increase April 25, 2000 Page 2 fees will discourage both beach visitors and local business employees from taking the limited spaces in Balboa Village. In summary, the consultant for the Parking Management Program recommended increasing meter rates in a report originally presented to the City Council on September 13, 1999. The report specifically recommended an annual increase of $.25 per hour for three consecutive years in the Balboa Village area. That would raise the current meter fees from $.25 to $1.00 per hour at the end of three years. The report also recommended a one -time fee increase from $.25 per hour to $.50 per hour in the McFadden Plaza /Lido /Cannery Village area. The Council referred the report to the Promote Revitalization of the Peninsula (PROP) committee for review and recommendations. PROP returned to the City Council on February 8, 2000, with a recommendation to increase meter fees in Balboa Village from $.25 per hour to $1.00 per hour and in the Lido area from $.25 per hour to $.50 per hour. Staff interpreted the PROP recommendation relative to the "Lido area" to mean all of the meters on the Peninsula currently at the $.25 per hour rate including those in Cannery Village and in the area between Cannery Village and McFadden Plaza. Should the City Council reaffirm approval of the PROP recommendation, staff will prepare a draft resolution to increase fees in metered lots; and a draft ordinance to increase fees for on- street parking meters, which will be submitted to Council for consideration.
