Harkless, City Clerk SUBJECT: BOARD AND COMMISSION SCHEDULED VACANCIES - CONFIRMATION OF NOMINEES At the regular meeting of the City Council held on May 9, 2000 the Mayor appointed Mayor Pro Tern Adams and Council Members Ridgeway and Thomson to serve on an ad -hoc Appointments Committee to review applications and make recommendations to the full Council for the Board and Commission vacancies scheduled to occur on June 30, 2000. At the conclusion of the application period (May 17, 2000) the committee reviewed the applications on file and conducted interviews. The ad hoc Appointments Committee will announce the nominees for the Board of Library Trustees, City Arts Commission and Planning Commission at the meeting of June 13, 2000. The names of the nominees for the Civil Service Board have been submitted by the Fire Employee Association and Police Department Association pursuant to Section 710 of the City Charter. The Charter requires that they submit five (5) nominees, however there were only four (4) applicants. In that time I have seen the city grow and change significantly. Some of these changes have been for the better and some have, in my view, been detrimental to the quality of live that all of us who live in Newport Beach value. I am interested in becoming more involved with local government in Newport Beach and perhaps Orange County. I am currently serving on a Citizen's committee and I am interested in taking the next step of serving on a Board or Commission. This past summer I had the opportunity to participate in the Newport Citizen's Police Academy. It was an exciting and enlightening experience for me. I learned a great deal about the day -to -day operations of the police department and the problems the department faces within the community. In addition, I experienced, firsthand, the other side of law enforcement; the side that is rarely seen by citizens who rely on the police for protection. Prior to my participation in the Academy, my experience with law enforcement was limited to traffic violations that I may have committed and been cited for. I know now that was an extremely narrow view of a highly complex organization with many very unique issues confronting it. One of the Civil Service Board's primary focuses is personnel issues in the police department and the fire department. As a long -time resident of this community, I am well aware of what the public perceives as problems with police officers, firemen and paramedics. As an educator, I work directly with adults, both young and old in learning, problem solving and discipline. As a graduate of the Citizen's Police Academy, I have a special appreciation for the people who serve in these very dangerous and unappreciated capacities. In my view, I have a very balanced array of experiences, that if given the opportunity, could serve the community, the police and fire departments well. Generally one member is brought on board each year by vote of the Citv Council as each senior member opts to.retire or is termed out, mai balance of five. This year, due to past and prevailing circumstances, there needs to be TWO new commissioners appointed. It takes approximately one year for a new member to be brought up to speed and to fully understand the ramifications of the system. Therefore, at the request of the Police Department, I am submitting my application once again for Commissioner. Perhaps, if the Council agrees, I can offer my past experience as a stabilizing influence to the Board and as a mediator during appeal hearings. My primary focus during those early years was to develop methods to assure citizens the opportunity to expand and improve their lifestyle, through accessibility to educational institutions. As I was the first to exercise the privilege of higher education in my family, I wanted to assure continuing opportunity for others similarly situated. In that time I have seen the city 1 grow and change significantly. Some of these changes have been for the better and some have, in my view, been detrimental to the quality of live that all of us who live in Newport Beach value. I am interested in becoming more involved with local government in Newport Beach and perhaps Orange County. I am currently serving on a Citizen's committee and I am interested in taking the next step of serving on a Board or Commission. This past summer I had the opportunity to participate in the Newport Citizen's Police Academy. It was an exciting and enlightening experience for me. I learned a great deal about the day -to -day operations of the police department and the problems the department faces within the community. In addition, I experienced, firsthand, the other side of law enforcement; the side that is rarely seen by citizens who rely on the police for protection. Prior to my participation in the Academy, my experience with law enforcement was limited to traffic violations that I may have committed and been cited for. I know now that was an extremely narrow view of a highly complex organization with many very unique issues confronting it. One of the Civil Service Board's primary focuses is personnel issues in the police department and the fire department. As a long -time resident of this community, I am well aware of what the public perceives as problems with police officers, firemen and paramedics. As an educator, I work directly with adults, both young and old in learning, problem solving and discipline. As a graduate of the Citizen's Police Academy, I have a special appreciation for the people who serve in these very dangerous and unappreciated capacities. In my view, I have a very balanced array of experiences, that if given the opportunity, could serve the community, the police and fire departments well.
