My primary focus during those early years was to develop methods to assure citizens the opportunity to expand and improve their lifestyle, through accessibility to educational institutions. As I was the first to exercise the privilege of higher education in my family, I wanted to assure continuing opportunity for others similarly situated. This became especially important to me in a personal way as a custodial single father of my two children (now 27 and 30 years old) through local public education, and subsequently as each child successfully obtained their respective bachelor degrees, master degrees, and law degrees from various public and private universities. During the last fourteen years (I have been reelected 4 times) I have served as a member of the five - person Board of Trustees responsible for Golden West College, Coastline College, Orange Coast College and .KOCE -TV; in that capacity I have served many times as president and vice president of our board. I am currently the community college representative to the School Board Association in the County of Orange. I have recently been selected as a member of the Board of Directors for the Leadership Initiative relative to a grant to study and plan future visions for higher education, especially in California. My recent involvement in development of online courses and technology in the educational and library service areas, coupled with my fiscal budgetary responsibilities as a Coast Trustee of an annual budget which approaches $210 million provide me practical experience to assure quality library and educational supplemental services to enhance lifestyle and opportunities for the residents of Newport Beach in an affordable manner. I would bring a new perspective to the Library Board with emphasis on educational and 'technology innovations for delivery of library services. I am excited about the additional use of our library facilities as a local cultural and learning center addressing the varied interests of Newport Beach residents. It is a great library; it is a valuable and important Newport resource. Appointment to the Board of the Newport Beach Library Trustees would be a personal opportunity and privilege to utilize my years of legal, educational and family experiences for the City of which I have long been a proud resident. f%] Date Signature APPLICA A iON FOR APPOINTIVE I-OSITION out completely so that the City Council may fully evaluate your qualifications. In that time I have seen the city grow and change significantly. Some of these changes have been for the better and some have, in my view, been detrimental to the quality of live that all of us who live in Newport Beach value. I am interested in becoming more involved with local government in Newport Beach and perhaps Orange County. I am currently serving on a Citizen's committee and I am interested in taking the next step of serving on a Board or Commission. This past summer I had the opportunity to participate in the Newport Citizen's Police Academy. It was an exciting and enlightening experience for me. I learned a great deal about the day -to -day operations of the police department and the problems the department faces within the community. In addition, I experienced, firsthand, the other side of law enforcement; the side that is rarely seen by citizens who rely on the police for protection. Prior to my participation in the Academy, my experience with law enforcement was limited to traffic violations that I may have committed and been cited for. I know now that was an extremely narrow view of a highly complex organization with many very unique issues confronting it. One of the Civil Service Board's primary focuses is personnel issues in the police department and the fire department. As a long -time resident of this community, I am well aware of what the public perceives as problems with police officers, firemen and paramedics. As an educator, I work directly with adults, both young and old in learning, problem solving and discipline. As a graduate of the Citizen's Police Academy, I have a special appreciation for the people who serve in these very dangerous and unappreciated capacities. In my view, I have a very balanced array of experiences, that if given the opportunity, could serve the community, the police and fire departments well. Generally one member is brought on board each year by vote of the City Council as each senior member opts to retire or is termed out, maintaining the balance of five. This year, due to past and prevailing circumstances, there needs to be TWO new commissioners appointed. It takes approximately one year for a new member to be brought up to speed and to fully understand the ramifications of the system. Therefore, at the request of the Police Department, I am submitting my application once again for Commissioner. Perhaps, if the Council agrees, _ I can offer my past experience as a stabilizing influence to the Board and as a mediator during appeal hearings. a 1 \Users \C1k \Shared \Boards, Commissions, J PAULA GODFREY l SUPPLEMENTAL CIVIC EXPERIENCE ORANGE COUNTY DEPUTY SHERIFF ORAL REVIEW BOARD SPEAK UP NEWPORT BOARD OF DIRECTORS CIVIL SERVICE COMMISSION Vice Chair 1993 -1995 Chair 1996 -1997 RETIRED PUBLIC EMPLOYEES ASSOCIATION OF CALIFORNIA Secretary 9991 -1994 Assistant Director 1994 -1996 Director 1996 -2000 1994 -1999 1996 -2000 1991 -1999 1986 -2000 APPLICATION FOR APPOINTIVE POSITION illed out completely so that the City Council may fully evaluate your qualifications. Newport Beach City Hall 3300 Newport Boulevard Newport Beach, California 92663 Re: Library Trustees Dear Ladies and Gentlemen: I am sending you this note to urge you to appoint William G. Adams to the Board of Trustees of the Newport Beach Public Library. I have lived in Newport Beach for about 21 years and have known Bill for even longer. For the last decade, Bill has been an active supporter of the Library both through his service as a director of the Library Foundation and otherwise. Bill is far more interested in cooperation and conciliation than confrontation and controversy. Particularly in the current "climate," he would make an outstanding trustee. Very truly yours, V
