SUBJECT: EASTBLUFF AND BONITA CREEK PARKS RECLAIMED WATER
RETROFIT AND IRRIGATION IMPROVEMENTS — REJECT BID,
CONTRACT NO. 3327
RECOMMENDATIONS:
1. Approve the plans and specifications.
2. Reject the single bid from Green Giant Landscape, Inc.
3. Rebudget project funds from Account No. 7501- C5500074 to FY 2000 -2001.
DISCUSSION:
At 2:00 PM on June 13, 2000, the City Clerk opened and read the following bid for this
project:
BIDDER TOTAL BID AMOUNT
Low Green Giant Landscape, Inc. $347,000
The low bid amount is 28 percent above the Engineer's Estimate of $270,000. After
discussions with the single bidder and other contractors who picked up plans but did not
bid, staff concluded this is a busy time for landscape contractors. The summer
construction period was chosen because the usage of Eastbluff park is less when
school is not in session. Many other agencies bid projects with similar requirements for
school time impacts.
Staff met with General Services and Community Services staff members and proposes
looking at a December /January window for construction (when Eastbluff Park is not
heavily used). Contractors indicated a winter construction period would encourage
them to bid the project. It could also bring lower bids.

Staff recommends rejecting the single bid and rebudgeting the $300,493 in Reclaimed
Water Irrigation Program Capital Project Account No. 7501- C5500075 for FY 2000-
2001.
