Harkless, City Clerk SUBJECT: LEGAL ADVERTISING BID FOR FISCAL YEAR 2000 -2001 Recommendation Accept the bid of the Daily Pilot and authorize a purchase order for the one -year period of fiscal year 2000 -2001. Background Publication of the City's legal notices in a newspaper of general circulation is required by law. During the last ten fiscal years the Daily Pilot has performed this function for the City. Notices inviting bids for a one -year period were sent to the Daily Pilot, Newport Beach Light, Orange County Register, and the Los Angeles Times. Bids were received from the Daily Pilot, Newport Beach Light, and the Los Angeles Times. The breakdown of the three bids submitted is as follows: Even though the Newport Beach Light submitted the low bid, I feel it is in the best interest of the City to award the contract to the Daily Pilot based on their circulation and publication schedule. Using a newspaper that publishes daily allows the City more flexibility in meeting legal noticing requirements. In general, most of the City's public hearing notices require publishing ten (10) $9.50 per column inch, per $0.72 per line, per insertion $109.50 per inch, per insertion insertion [Same rate as FY (open daily rate) 1999 -2000] $129.50 per inch, per insertion (o en Sunda rate Published Monday - Saturday Published once a week - Published daily Thursday Deadline - 5:00 p.m., two days Deadline - 5:30 p.m., (not provided) prior Thursday (one week prior) Even though the Newport Beach Light submitted the low bid, I feel it is in the best interest of the City to award the contract to the Daily Pilot based on their circulation and publication schedule. Using a newspaper that publishes daily allows the City more flexibility in meeting legal noticing requirements. In general, most of the City's public hearing notices require publishing ten (10) days prior to the hearing date. Utilizing the Newport Beach Light's deadline for submitting copy for a new ad, the ad must reach them by 5:30 p.m. on the Thursday before their Thursday publication date. The Daily Pilot requires that ad copy be submitted to them by 5:00 p.m. two days prior to the publication date. I feel that the very restrictive deadline for submitting ad copy to the Newport Beach Light will result in either delaying projects for two weeks, or force us to publish in the Daily Pilot using their open rate of $13.00 per column inch, per insertion. The Daily Pilot will continue to abide by all agreements previously made as far as complimentary copies, pick -up service for all advertising needs, accepting emergency copy insertions to meet legal requirements, and publishing the Council agenda summary at no charge.
