RECOMMENDED ACTION: Adopt resolution of intent to initiate Amendment No. 900 which will amend Title 20, Zoning Code and the Districting Maps. Section 20.94.020 (B) of the Newport Beach Municipal Code provides that an amendment to the Zoning Code be initiated by resolution of the Planning Commission or the City Council. Staff is recommending that the City Council adopt the attached resolution of intent to initiate an amendment to the Zoning Code and Districting Maps The City, through Councilmember Glover's leadership, has been working with the Mariner's Mile Business Owners Association and nearby residents to develop planning and policy recommendations for the Mariner's Mile area. The intent and purpose of suggested policy changes is to strengthen the area by promoting responsible urban design, cohesive signage and landscape treatments and the promotion of a pedestrian oriented village between Riverside and Tustin Avenues. The Design Framework will be used as a guiding policy document by the public and City to shape future development activities within the Mariner's Mile area. To insure implementaitonof these policies, staff is proposing to amend the Mariner's Mile Specific Plan and to create an overlay district which would implement the same policies and design standards proposed for the Specific Plan to all commercial properties on Mariner's Mile. The City is planning a community forum to be held on Sunday, July 9, 2000 where the public will be invited to participate in open informational sessions where the draft Design Framework and proposed code changes will be discussed. Feedback about the draft Design Framework will be incorporated and the overall project will be presented to the Planning Commission at a future noticed public hearing before being forwarded back the City Council for consideration. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NEWPORT BEACH INITIATING AN AMENDMENT OF CHAPTER 20.42, MARINER'S MILE SPECIFIC PLAN, THE CREATION OF CHAPTER 20.57, MARINER'S MILE OVERLAY AND THE AMENDMENT OF DISTRICTING MAP NOS. 6 AND 23 BY APPLYING THE MARINER'S MILE OVERLAY TO THE COMMERCIAL PROPERTIES LOCATED ON THE NORTH SIDE OF WEST COAST HIGHWAY BETWEEN ROCKY POINT AND DOVER DRIVE. WHEREAS, Title 20 of the Newport Beach Municipal Code authorizes the City Council to adopt a resolution initiating amendments to the Zoning Code or Districting Maps of the City of Newport Beach. NOW, THEREFORE, BE IT RESOLVED, the City Council desires to initiate an amendment to Title 20, Planning and Zoning, by amending Chapter 20.42, Mariner's Mile Specific Plan and by creating Chapter 20.57, Mariner's Mile Overlay to implement the proposed Design Framework. Additionally, the City Council desires to initiate an amendment to the Districting Map Nos. 6 & 23 by applying the Mariner's Mile Overlay map designator to the zoning designation of r all commercial properties located on the north side of West Coast Highway between Rocky Pont and Dover Drive. This resolution was adopted at a regular meeting of the City Council of the City of Newport Beach held on , 2000, by the following vote, to wit: AYES, COUNCIL MEMBERS NOES, COUNCIL MEMBERS ABSENT COUNCIL MEMBERS MAYOR ATTEST: CITY CLERK
