HomeMy WebLinkAbout19 - Santiago Drive Traffic CalmingJuly 25, 2000 CITY COUNCIL AGENDA ITEM NO. 19 TO: Mayor and Members of the City Council FROM: Public Works Department SUBJECT: SANTIAGO DRIVE /HOLIDAY ROAD AREA TRAFFIC CALMING RECOMMENDATIONS: 1 Approve the concept of using landscaped islands to reduce speeds on Santiago Drive, and Holiday Road between Irvine and Tustin Avenues. 2. Direct staff to retain a landscape architect or new consultant to assist in the final design and plan preparation for the traffic calming measures. DISCUSSION: Staff and our consultant, Mr. Ed Cline of Willdan Associates, met with interested residents of the area generally bounded by Holiday Road, Tustin Avenue, Santiago Drive and Irvine Avenue on July 12, 2000. Approximately 50 residents met on the pool deck of one of their neighbors who graciously hosted the meeting. Many of these residents have attended previous meetings at City Hall over the past three years. They all share the common goal of reducing traffic speeds on their street. They are also concerned that whatever is done on one or more of the streets does not result in an increase in traffic problems on their street. Prior to the meeting, Mr. Ed Cline of Willdan Associates studied the traffic volume and speed data collected over the past six or seven months. He drove and walked each of the streets to get a feel for the traffic and to locate driveways and other improvements that might conflict with some of the possible methods to slow traffic. The meeting began with a display showing the four east -west streets and a series of color photos of the different types of improvements that might be constructed. Mr. Cline presented the results of his efforts to the group and there was lively discussion. He explained how he arrived at his recommendation to use islands to narrow the street and reduce traffic on Holiday Road and Santiago Drive. The consultant did not recommend any improvements on Windward Lane or Francisco Drive based upon the much lower volumes and lower speeds on these two streets. SUBJECT: Santiago Drive /Holiday Road Area Traffic Calming July 25, 2000 Page 2 By the end of the evening there was a consensus to move forward with the concept of installing islands on Santiago Drive and Holiday Road. Staff assured the residents the City would continue to monitor traffic on Windward Lane and Franciso Drive to determine if the changes on the other two streets were going to cause traffic impacts. If supported by the City Council, staff plans to hold individual meetings with the residents of each street to fine tune the concept plans and resolve details such as exact location, size and landscape materials as well as irrigation and maintenance responsibilities. The conceptual plan for the improvements for each street is as follows: Santiago Drive • Install a total of seven landscaped islands from 70 to 125 feet in length. • Install sidewalk along the north side where parking is allowed between islands. • Reduce the posted speed limit to 25 MPH. Windward Lane and Francisco Drive • The consultant and staff propose to work with the residents to evaluate the possibility of installing one or two islands at each end of the block in order to create a similar look for these streets at the entry points. • Install nine landscaped islands from 30 to 70 feet in length. More smaller islands are proposed on Holiday compared with Santiago due to the large number of driveways which limit island location. • Modify the parkway area on the south side at Irvine Avenue to provide sidewalk continuity. • Consider locating at least one island in the center of the street to eliminate the clear view westbound motorists have towards Newport Boulevard. Exhibit A shows how the landscaped islands would provide for the narrowing of the streets as well as providing an area for pedestrians and bicyclists. Exhibits showing the preliminary island locations will be on display at the City Council meeting.
