HomeMy WebLinkAbout14 - San Miguel-Port Ramsey Place Traffic SignalAugust 8, 2000 CITY COUNCIL AGENDA ITEM NO. 14 TO: Mayor and Members of the City Council FROM: Public Works Department SUBJECT: SAN MIGUEL DRIVE /PORT RAMSEY PLACE TRAFFIC SIGNAL RECOMMENDATION: Continue with the installation of the new traffic signal at San Miguel Drive and Port Ramsey Place. DISCUSSION: In the past two weeks, Public Works staff has received several telephone calls from concerned residents of the Seawind Community regarding the current installation of a traffic signal at San Miguel Drive and Port Ramsey Place. Some callers stated they feel the signal is unnecessary and others stated they were not notified and /or have expressed strong opposition out of concern that the signal may increase the traffic on local streets. In November 1998, staff sent letters to eighteen community associations near intersections being studied for possible signalization. Staff asked for their input so the associations would have a voice in the process. Only three of the associations responded, and the Seawind Community Association was not one of the respondents. On August 9, 1999, the City Council approved a priority list for new traffic signal installations. Based upon a technical evaluation, the San Miguel Drive /Port Ramsey Place intersection met five of the nationally recognized warrants for a traffic signal and ranked #2 out of twenty -three intersections studied. Traffic signal warrants studied include: • Daily and peak hour traffic volumes • Accident history • Traffic delay Staff originally included this intersection in the citywide traffic signal priority study based upon prior correspondence from Seawind residents requesting a traffic signal at this location. SUBJECT: SAN MIGUEL DRIVEIPORT RAMSEY PLACE TRAFFIC SIGNAL AUGUST B, 2000 Page 2 The majority of the traffic at this intersection is from the adjacent shopping center. Peak hour delay at the intersection was measured as a part of the signal study. Observations revealed many cars exit the shopping center and divert through the local streets to avoid the current delays at the uncontrolled intersection. The planned signal should decrease traffic on the local streets and improve the safety at the intersection, by providing consistent openings on San Miguel Drive for traffic exiting Port Ramsey Place. Public Works staff will complete "before" and "after' traffic counts on Port Whitby Place to address the issue of local street traffic volumes.
