SUBJECT: Koll Center MacArthur Boulevard/Jamboree Road SUMMARY: Review of a General Plan Amendment and Planned Community Amendment to allow an additional 250,000 gross square feet of office use within Office Site B of the Koll Center Newport (KCN) Planned Community. The amendments will provide for the construction of a ten -story office tower. SUBJECT: Jay Cowan 3030 Breakers Drive SUMMARY: Request to construct a new 6800 square foot duplex which exceeds the 24 -foot height limitation by up to 15 feet. Also included is a modification to authorize a 16 -foot high retaining wall located in the required side yard to exceed the maximum wall height of 6 feet REQUIRED Hold public hearing; ACTION: Approve, modify or deny: • Variance No. 1236 and Modification No. 5049 ITEM NO. 3. SUBJECT: Evensen Residence (Andrew Goetz, Architect) 3235 Ocean Boulevard SUMMARY: Request to permit the construction of a single family residence where portions of the structure exceed the maximum allowable height limit in the 24/28 foot Height Limitation Zone by approximately 11 feet, on a property located in the R -1 District. The height of the proposed dwelling also exceeds the height of the top of curb elevation on Ocean Boulevard by approximately 2 feet. SUBJECT: Mariner's Mile Strategic Vision and Design Framework and Amendment No. 906 SUMMARY: The Strategic Vision and Design Framework is a planning document that identifies upgrades to the development standards for the Mariner's Mile Specific Plan Area and the commercial properties east of Rocky Point to Dover Drive. The Strategic Vision also includes the promotion of a pedestrian oriented retail area called the "Mariner's Village" in the area of Riverside Avenue and Tustin Avenue. Amendment 906 implements the proposed changes in policy and affects Chapter 20.42 Mariners Mile and creates Chapter 20.57 which will be a new overlay district covering the commercial properties on the north side of Coast Highway between Rocky Point and Dover Drive. The proposed new and amended development standards include but are not limited to enhanced architecture, improved landscaping, new sign regulations and new fence standards. The amendment will not change the existing permitted uses or restricted building heights. REQUIRED Hold public hearing; ACTION: Approve, modify or deny: • Amendment No. 906 ITEM NO. 5. SUBJECT: Sea Island Subdivision (Luna Planning & Architecture, Applicant) Southeast corner of Jamboree Road and Ford Road SUMMARY: Request to permit a subdivision within an existing condominium development and the construction of three new attached residential units. (All Ayes) Item 2 regarding Jay Cowan, 3030 Breakers Drive (Variance No. 1236 and Modification No. 5049) was continued to October 5th. (All Ayes) Item 3 regarding Evensen Residence 3235 Ocean Boulevard (Variance No. 1230 and Modification No. 5126) was denied. (All Ayes) Item 4 regarding Mariner's Mile Strategic Vision and Design Framework (A 906) was continued to September 21 st. (5 Ayes, I Recused) Item 5 regarding Sea Island Subdivision, Southeast corner of Jamboree Road and Ford Road (GPA No. 99 -1 (D), A No. 990 and Resubdivision No. 1083) was removed from calendar at the applicant's request. Item 6 regarding Shore Landing (900 Sea Lane) was a discussion item. By unanimous vote, the Commission added to the agenda a discussion of the bluff alteration policy. It was recommended that the City Council adopt an urgency ordinance requiring the Use Permit review of new construction on Ocean Boulevard bluff properties while the City develops regulations to enforce the General Plan and Local Coastal Program policies Submitted by: SHARON Z.
