TITLE: Metro Cities Fire Authority Joint Powers Agreement Representative
ABSTRACT:
As a member of the Metro Cities Fire Authority, Joint Powers Agreement (JPA), the City of Newport Beach
holds two appointed Board positions. Of the two positions, one position is that of a voting member and the
second serves as an alternate. Upon appointment by the Newport Beach City Council as the governing
body, the Board members hold the position continuously and at the pleasure of the Newport Beach City
Council. At this time, staff recommends the appointment of Scott Poster, Fire Chief, as the voting Board
member from the City of Newport Beach.
RECOMMENDATION:
Appoint Fire Chief Scott Poster as a City of Newport Beach representative and voting Board Member to
the Metro Cities Fire Authority Joint Powers Agreement (JPA).
FUNDING REQUIREMENTS:
No fiscal impact.
DISCUSSION:
The City of Newport Beach entered into an initial Joint Powers Agreement (JPA) with the Metro Cities Fire
Authority on July 1, 1996. The primary purpose of the JPA is to provide for the operation, upgrade,
maintenance and repair of the Communications Center and Communications Equipment. Through the
Agreement, the eight member agencies cooperatively fund the Metro Cities Fire Authority to ensure the
highest possible level of emergency communications services.
The City of Newport Beach currently has two appointed Board representatives. Steve Badum, Assistant
City Manager currently serves as the voting member and Rob Houston, Assistant to the City Manager
serves as the alternate. At this time, staff recommends the replacement of Assistant City Manager Steve
Badum with the new appointment of Chief Scott Poster. If appointed, Chief Poster shall hold office from
the first meeting of the Metro Cities Fire Authority Board after appointment and shall serve at the pleasure24_1
of the Newport Beach City Council. Neither the Board member nor alternate receive any form of
compensation.
ENVIRONMENTAL REVIEW:
Staff recommends the City Council find this action is not subject to the California Environmental Quality
Act ( "CEQA ") pursuant to Sections 15060(c)(2) (the activity will not result in a direct or reasonably
foreseeable indirect physical change in the environment) and 15060(c)(3) (the activity is not a project as
defined in Section 15378) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3,
because it has no potential for resulting in physical change to the environment, directly or indirectly.
NOTICING:
The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at
which the City Council considers the item).
