Ohl, Deputy City Attorney RE: AMENDMENTS TO MUNICIPAL CODE SECTION 12.56 — BICYCLES - REGISTRATION AND REGULATIONS In response to increased complaints, we are suggesting amendments to Municipal Code, Section 12.56, which regulates bicycles, pedicabs (tricycles), and surrey cycles. We have (1) Added findings which set forth the basis for the proposed amendments; (2) Redefined bicycle to be more inclusive by adding a maximum width; (3) Added the term cycle and defined it to include pedicabs and surrey cycles; (4) Prohibited pedicabs and surrey cycles on public property from Coast Highway to the Ocean which is where these problems currently exist. The Public Works and Police Departments have approved the proposed amendments. RECOMMENDATION: It is recommended that the City Council approve Ordinance 2000 -_, amendments to Chapter 12.56, and pass to second reading. Daniel K.
