Harkless, City Clerk SUBJECT: APPOINTMENTS BY THE CITY COUNCIL TO CITIZENS ADVISORY COMMITTEES, THE AVIATION COMMITTEE AND THE MAYOR'S APPOINTMENTS TO THE HARBOR COMMITTEE. Pursuant to Council Policy A -9, the Citizens Advisory Committees are comprised solely of citizens with perhaps City Council or staff liaison. The Aviation Committee has the same basic composition with the addition of the president or designee of the Airport Working Group. The enabling resolutions for the Environmental Quality Affairs Citizen Advisory Committee, the Harbor Quality Citizens Advisory Committee and the Aviation Committee provide that appointees represent each of the Councilmanic districts in which case appointments shall be made by individual Council members for their respective districts subject to confirmation by the full City Council. In preparation for these annual appointments phone calls were made to all of the current members to determine their continued interest in serving or being considered for appointment. A "Notice of Vacancies" was also published in The Daily Pilot on December 16 and 23d soliciting new applicants for the Harbor Quality Citizens Advisory Committee. The deadline for applicants to apply was Thursday, December 28, 2000. As of January 5, 2001, we have received the following responses from the current members of the Aviation Committee and the Harbor Quality Citizens Advisory Committee. All members of these two committees have responded indicating that they are interested in continuing to serve in their present capacity. Also listed below are the current members serving on EQAC. EQAC appointed a Membership Subcommittee, which polled the current committee members regarding their interest in continuing to serve and those that indicated an interest are designated. Raney (EQACAC) I wish to serve the City of Newport Beach on the Environmental Quality Affairs Citizens Advisory Committee because I truly care about the City of Newport Beach and its most precious resources: its beaches, harbor, air quality and the use of its land. Because of my experiences and ability to serve, I will be a valuable, contributing member of the Committee. I am currently a member of the Aviation Committee and enjoy serving on that committee as the representative of District 5. The issues involving the extension of the Settlement Agreement involving John Wayne Airport and a potential airport at the former El Toro Marine Corps Air Station are probably the most significant issues impacting the quality of life for Newport Beach residents. Among the circumstances in which I have been involved with improving the immediate environment was the process that ultimately culminated in the dredging of the Grand Canal. By late 1998, it had become apparent that the Grand Canal had seriously deteriorated. The sand level was decreasing, threatening the integrity of the bulkhead, and the appearance of the Canal was dreadful. I attended a meeting of the Coastal Commission in San Diego County at which the dredging was approved. Through speaking with City representatives, I was aware that the City had put the dredging project out to bid to many contractors, but only one had submitted a bid, which was seriously over budget. In January 1999 the agenda of the City Council reflected that the issue of the dredging of the Canal was to be put on hold indefinitely. In speaking with then City Councilman John Noyes, it became apparent that the next step was to make the City Council aware of how dire was the condition on the Grand Canal and how strongly the neighbors felt about it. On a Sunday afternoon, I, along with another neighbor, went door -to -door and collected almost forty signatures on a petition to urge the City Council to approve the only existing bid and proceed with the dredging. We were very grateful when, after receiving our petition, the City Council changed its mind and unanimously voted to approve the dredging project. The Grand Canal is much improved and is enjoyed by beachgoers and those who visit the ducks on the Grand Canal after getting their coffee and frozen bananas. As a member and President of the Newport Balboa Rotary Club, for the last seven years I have been involved with many of the City's programs that are sponsored by the Club. I worked with members of the Newport Beach Parks and Recreation Staff and participated in events such as the All City Track Meet, the City's Halloween Carnival at Grant Howald Park, the Special Olympics and the Sister City Program, through Newport Balboa Rotary Club's Sister City relationship with Okazaki, Japan. I have also completed the Community Emergency Response Training (CERT) Course offered by the Fire and Marine Department, having attended the second session of CERT classes offered. I vacationed on Balboa Island every August from the time I was six months old unti11983, when I took the California Bar Exam, twenty -five years later. I have always had a very strong connection and love for Balboa Island and Newport Beach. Among my fondest childhood memories are playing in the sand in front of the house, riding on the Showboat, walking down Marine Avenue in pursuit of a frozen banana, sailing and paddle boarding in the harbor, and taking in the sights and sounds around Balboa Island and the Pavilion during evening walks. I actually always dreamed of living on Balboa Island, and that dream became possible when I had the opportunity to transfer from the Los Angeles office of Cummins and White to the firm's Newport Beach office. I took that opportunity and moved onto Balboa Island in September 1989. When I applied to Stanford, applicants were asked to write an essay on the following question: "If you were to write a book, what would it be about?" My topic was Balboa Island. The Admissions officers must have liked my topic; they admitted me to the Class of 1980. In short, I can make a significant contribution as a member of the Environmental Quality Affairs Citizens Advisory Committee. I have demonstrated an ability to assist in accomplishing that which needs to be done to bring about improvement. I have developed this sense of responsibility over years of visiting and living in Newport Beach. Through my community service I have also shown a deep caring for the City. I have the time and ability to serve the needs of the City on EQACAC and would welcome the opportunity to do so. My interest in our aviation related problems goes back many years as is evidenced by the attached copy of a letter which I wrote to the Times back in the mid to late eighties - I'm not sure exactly which year. For the record, George Rebella did come to our home one morning at 7:03 for a meeting with a fairly large contingent of our local friends and neighbors and about all he had to say was "anyone who bought a house on Balboa Island after 1968 had rocks in his head ". As far as harbor water quality is concerned, my wife and I now live on the Little Island bay front, we are boaters and we have seven grandchildren who love to come to our home and play on the beach and swim in the water. Need I say more? The Airport Noise - Abatement Issue George A. Rebeila's letter response (May 14) to William Monroe's letter regarding: airport noise is tilled with the same political[ and bureaucratic nonsense that constantly surrounds this whole subject. For anyone to take the position that the number, altitude and noise level of flights passing. directly over our home on Balboa Island is somehow acceptable indicates a total lack. of knowledge of the true situation. I would like to invite Rebella and any officials he would like to bring along to have coffee with us on our patio on Ruby Avenue any morning at 7:03. Then, and. apparently only then, will he perhaps; realize the intolerable conditions for the residents of our island created by the routing of 100% of John Wayne's commer- cial flights directly over our heads. A spreading of the misery by the adoption of perhaps three or four additional takeoff vectors would at least allow for a fair' exposure by other neighborhoods of New- port Beach to the burden now borne by those of us directly under the present flight path. The official position that BAe -146 air- craft do not make enough noise to be objectionable and therefore somehow do not count in the daily tally indicates either plugged ears or fuzzy thinking on some- body's part. With the upcoming increased capacity of the passenger terminal and the already authorized further increase in the number of flights, it is absolutely ridiculous to exclude any multi- engine commercial jet aircraft from noise control restrictions. Admittedly, the 737s and certainly the MD -80s are louder than the BAe -146s. However, to term the latter quiet and unobjectionable is absurd. It is time for our airport and elected officials to stop talking in riddles and start doing something. I am hoping for a re- sponse to my invitation. JOHN P. With the upcoming increased capacity of the passenger terminal and the already authorized further increase in the number of flights. it is absolutely ridiculous to exclude any multi - engine commercialjet aircraft from noise control restrictions. Admittedly. the 737s and certainly the MD -80s are louder than the BAe -146s. However. to term the latter quiet and unobjectionable is absurd.
