HomeMy WebLinkAbout6 - Annexation UpdateAnnexation of Newport Coast, Santa Ana Heights, and Bay Knolls ANNEXATION AS PROPOSED: The City has adopted a Resolution directing staff to file for the annexation of the Newport Coast community, Santa Ana Heights (east of Irvine Avenue), and a small neighborhood known as "Bay Knolls" near Santa Isabel and Tustin Avenues (see attached maps). STATUS: Its been on hold. The Annexation Application is done and ready to be filed. Because residents of an annexation area have a say in the decision, we have met with them and have agreed to several "terms and conditions" associated with the annexation proposal. It's been about four months since we've formally communicated with them. We should do so again soon. WHAT'S NEW? — Legislation on Local Coastal Plan. A development and pre - annexation agreement with the City directs us to assure the largest property owner in the Newport Coast (Irvine Company) that their development can proceed unhindered during and after annexation. The Irvine Company believes - and we agree - that State Legislation is the only way to guarantee that this will occur (LCP issue). A draft of this legislation went to Legislative Counsel this week (Jan 23, 2001). — Changes to LAFCO Law. Changes to the Cortese -Knox Act now require the LAFCO Executive Director to hold the protest hearing (in 2000, the City would have held the hearing). Also, protest within each non - contiguous annexation area is now measured separately - cities cannot aggregate votes in non - contiguous annexation areas when measuring protest (see Attachment). — Santa Ana Heights /Airport Area Fire Coverage. The Orange County Fire Authority station that served Santa Ana Heights and a portion of the city (Airport Area) was damaged in a fire in late December. The Newport Beach Fire Department is evaluating whether or not service within the city limits has been impacted by this damage. -- OC LAFCO Strategic Planning. OC LAFCO has waited for our application for several months. To assist Executive Director Dana Smith in preparing for a January 26, 2001 Planning Session, we have said verbally that we hope to file "very soon."
