HomeMy WebLinkAbout19 - Arts & Education Center and a Central ParkCouncil Agenda Item 19 February 27, 2001 COMMUNITY SERVICES DEPARTMENT Arts & Cultural - Library - Recreation - Seniors To: Mayor Et Members of City Council From: LaDonna Kienitz, Community Services Director /City Librarian Re: Request for Feasibility Study for an Arts Et Education Center and a Central Park The Newport Beach Arts Foundation has received a donation to conduct a feasibility study to determine the support of the community for or against an Arts Et Education Center on the "Newport Village" site, which would also include a Central Park. The Arts Foundation has requested that the funds be accepted by the City and forwarded to the City Arts Commission to conduct the study. The City Arts Commission has additionally requested that a "hold" be put on consideration of any alternate uses of this site for six months while the study is being conducted. The City Council Ad Hoc Committee for an Arts Et Education Center is meeting on February 26, 2001, to discuss the parameters of the proposed feasibility study. It intends to bring the study parameters to the Council for its consideration. It is recommended that the City Council: 1. Accept the donation for a feasibility study; direct the Arts Commission to conduct the study; and put a "hold" on consideration of any other uses for the Newport Village Site for six months. OR 2. Accept the donation for a feasibility study, but take no official action precluding alternate uses of the Newport Village site. OR 3. Decline the offer of funding to conduct a feasibility study. Attachments I February 7, 2001 Mr. Don Gregory. 601 Lido Park Drive OF Newport Beach, CA 92663 Dear Don: As its representative to the Ad Hoc Committee for an Arts and Education Center, the Newport Beach Arts Commission officially requests that you ask the ad hoc committee to recommend to the City Council that a freeze, as to usage, be put on that parcel of land, known as Newport Village, which abuts the Central Library, until such time as the Arts Commission completes a feasibility study. This study shall be made in order to determine the support of the community for or against an Arts and Education Center on this specific site, which would also include a Central Park. The time frame for this study and consequently the requested period to be set aside would be for six months from the date a firm is hired. A private donor has granted a sum of money with which to pay for this.study, at absolutely no cost to the City. The foregoing is the strong recommendation of the Arts Commission, in keeping with its mandate to advise the City on all matters relating to the arts.
