Harkless, City Clerk SUBJECT: APPOINTMENT OF REPRESENTATIVE TO THE ORANGE COUNTY VECTOR CONTROL DISTRICT BOARD. RECOMMENDATION Confirm Mayor Adams' appointment of Vector Control District Board. BACKGROUND to the Orange County At the January 23, 2001 Council Meeting, Mayor Adams announced the vacancy on the Orange County Vector Control District Board (City of Newport Beach representative) and indicated that the City Clerk's office was accepting applications and interviews would be conducted by a subcommittee of the Council. At that time the Ad Hoc Appointments Committee that was previously appointed for the vacancy on the Civil Service Board (Council Members O'Neil, Bromberg and Heffernan) were asked to continue on that committee in order to review applications and conduct interviews for the position on the Orange County Vector Control District Board (a two -year appointment with a term expiring on December 31, 2002). As per Council Policy A -2 the ad hoc appointments committee will be dissolved after the appointments to the Civil Service Board and the Orange County Vector Control District Board are made. In response to an ad that was placed in The Daily Pilot, as well as a follow -up article, the City Clerk's office received five (5) applications from residents interested in being appointed to the Board (copies attached). The applications were forwarded to the Ad Hoc Appointments Committee. After reviewing the applications and conducting the necessary interviews, the Committee will forward their recommendation to the Mayor prior to the meeting. o lirx�e /� ,d"a, LaVonne M. P-S le, () e -oel, 8"4- Personal Qualifications Statement The nine years I served my city on a Commission (Library Board, 2 terms, and the Airport Commission, 1 year) - -and now my experience with the Newport Beach Sister City Association - -have proven to me that what I truly enjoy most, is the opportunity to rub shoulders and to accomplish things with other, similarly civic - minded citizens. As a grand juror last year, I wound up studying urban pollution, the bacterial contents of run -off into our watersheds, and the massive efforts of our county Public Health Lab and Environmental Health section of the Health Department to keep on top of expanding duties. I also spent much time with the Sheriff- Coroner's Department in studying the.forensics lab and the county's emergency facilities up at Loma Ridge. I helped write and/or edit grand jury reports on these topics. In addition last year, the grand jury Environment and Transportation committee (on which I served as Secretary), spent some time at the Garden Grove Vector - Control facilities, being briefed on new problems facing the county, i.e., fire ants. I felt this county department was doing quite a good job on a vexing new problem. I would enjoy serving my city as representative to this county -wide board, for what I understand is a two -year appointment. Having been raised in the high desert I have seen and handled my share of "creepy crawlies" as so many of my friends and family refer to them. So perhaps I would not be so taken aback by the operational control programs. Certainly I can spare one day a month to meet with these other 33 members. However, I must say that number appalls me in trying to come to a consensus of any kind!
