Approve a salary adjustment of 3.5% for seasonal lifeguards, effective April 1, 2001. 2. Approve budget amendment transferring $14,000 from unappropriated reserve to Marine Safety Salaries — Temporary (2360- 7030). Discussion The City has been negotiating with the Association of Newport Beach Ocean Lifeguards ( ANBOL) for several months, but we have not reached agreement on a Memorandum of Understanding (MOU). One of the items included in the City's offer is a salary adjustment of 3.5% on April 1, 2001. After doing salary surveys as part of the negotiation process, and based on experience in recruiting seasonal lifeguards, staff believes this increase is important for the success of this year's recruitment process. We are asking that the City Council approve the salary adjustment at this time, so that we are able to advertise with the higher salary and attract the number and caliber of candidates needed for the summer season. The cost of the increase will be $14,000 for the remainder of this fiscal year, and staff is requesting a budget amendment to transfer that amount from unappropriated reserve to the temporary salaries account in the Marine Safety Division. The cost for a full year is approximately $40,000, which will be reflected in the proposed budget for 2001 -02. ANBOL representatives are aware that the City is taking this action, and staff does not believe it will have a negative impact on our continuing negotiations with the Association.
