Wood 3300 NEWPORT BOULEVARD (949) 644 -3222 NEWPORT BEACH, CA 92655 (714) 6443200; FAX (714) 644 -3250 REPORT TO THE MAYOR AND CITY COUNCIL SUBJECT: Economic Development Committee Accomplishments for 2000, and Recommended Changes to Resolution Establishing the Committee SUGGESTED ACTIONS: 1) Receive and file report on EDC Accomplishments 2) Adopt a Resolution of the City Council of the City of Newport Beach Amending Resolution 98 -17 to Clarify the Purpose & Responsibilities of the Economic Development Committee The Economic Development Committee (EDC) has been involved in a discussion of what its role should be, especially in light of the passage of Measure S and possible impacts on future physical development in Newport Beach. One of the Committee's first steps was to review its accomplishments in 2000, which are attached for the City Council's information. EDC continued its longstanding focus on municipal revenues with many of last year's projects, such as reviewing the fiscal impact of proposed development projects and reviewing the City's five -year financial forecast. The Committee also continued to work on the community's quality of life, through increased coordination with the Environmental Quality Affairs Committee, support of the Newport Mesa School bond, and participation in the General Plan Update Committee. The outcome of EDC's discussion of its role is a revision of the City Council Policy on Economic Development, which is included in the Council Policy agenda item. After completing that revision, EDC realized that the City Council Resolution establishing the Committee repeats many of the items in the policy, and needs to be revised for consistency. The recommended Resolution (attached) deletes the specific list of programs for EDC to pursue, and replaces it with a reference to the City Council Policy. With this change, only the policy would need to be amended as future changes are made. SHARON Z. WOOD Assistant City Manager Attachments: 1. Resolution ECONOMIC DEVELOPMENT COMMITTEE YEAR 2000 ACCOMPLISHMENTS • Throughout the year, coordinated with Environmental Quality Affairs Committee through EQAC Chair's participation on EDC and EDC member participation on EQAC. • Reviewed Newport Dunes Hotel fiscal impact report and made recommendations to Planning Commission and City Council. • Requested and received City Council approval of capital funds for a public signage program ($50,000) and sign code revision ($50,000). • Reviewed City Five -Year Financial Forecast and made report to City Council, including recommendation for communication of financial information to citizens. • Reviewed Conexant expansion fiscal impact report and made recommendations to Planning Commission and City Council. • Revised City Council Policy on Economic Development (Delayed action pending review of Resolution establishing EDC). • Supported concept of Arts and Education Center. • Supported Newport Mesa School Bond. • Recommended fee on new development in Airport Area to support planning for the area. • With EQAC, sponsored forum on ballot measures. • Participated on General Plan Update Committee. RESOLUTION NO. 2001- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NEWPORT BEACH AMENDING RESOLUTION NO. 98-17 TO CLARIFY THE PURPOSE & RESPONSIBILITIES OF THE ECONOMIC DEVELOPMENT COMMITTEE WHEREAS, the City Council established the Economic Development Committee by adopting Resolution No. 93 -3, which Resolution has been amended from time to time, most recently by the adoption of Resolution No. 98 -17; and WHEREAS, the City Council wishes to clarify the Purpose & Responsibilities of said Committee to be consistent with City Council policy; NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Newport Beach amends Attachment B to Resolution 98 -17 to read as the exhibit attached to this Resolution. ADOPTED this day of April 2001.
