Bludau, City Manager DATE: June 12, 2001 SUBJECT: Proposed Reorganization of Public Works Department into two Departments — Public Works and Utilities RECOMMENDED ACTION: Approve City Manager's recommendation to separate the Public Works Department into two separate departments, Public Works and Utilities, with the addition of no personnel, to become effective July 151 BACKGROUND: City Charter Section 504 (Powers and Duties) reads, "The City Manager shall be the head of the administrative branch of the City government. He shall be responsible for all affairs of the City. Without limiting the foregoing general grant of powers, responsibilities and duties, the City Manager shall have power and be required to.....h) Exercise control of all administrative offices and departments of the City.... as he may deem necessary or proper for the general conduct of the administrative offices and department of the City under his jurisdiction." Prior to 1995, the City had separate Public Works and Utilities departments. The two departments were combined in 1995 as a part of several reorganizations intended to reduce department expenses as a response to the economic downturn and the loss of a significant portion of the City's property taxes to the State (ERAF shift). ANALYSIS: Currently, the Public Works Department contains the following divisions: Administrative - 5 employees; Engineering -14 employees; Transportation Development -14 employees; Electrical -5 employees; Oil and Gas -0 employees; Water Utilities -33 employees; Wastewater -13 employees; AQMD -0 employees. With the retirement of the Public Works Director on July 12`h and the hiring of his replacement, the City Manager took the opportunity to consider whether a reorganization City Hall • 3300 Newport Boulevard • Post Office Box 1768 • Newport Beach, California 92659 -1768 Proposed Reorganization of Public Works Department Page 2 of the Department made sense at this time. His conclusion was that a reorganization which separates Utilities from Public Works makes a great deal of sense at this time. The proposed reorganization looks like this: the Public Works Department with Steve Badum as Department Director would consist of the following divisions: Administrative, Engineering (project management) and Transportation Development. This department would have 33 employees. The Utilities Department would be headed by Director Eldon Davidson; it would report to Assistant City Manager Dave Kiff and have the following divisions: Electrical, Oil and Gas, Water and Wastewater. It would have 51 employees. The following are seen as the benefits of this reorganization proposal: 1. The City Manager wants the new Public Works Director to concentrate on the ambitious Capital Improvement Program, including the opening of Bonita Canyon Sports Park, the Balboa Village Improvement Project and the American Trader Oil Spill Projects, which are all time sensitive. 2. The plan review process involving the Engineering, Planning and Building Departments needs to be given attention with a coordinated and expidited process developed which best serves our customers. 3. Allow the new Public Works Director to concentrate on managing the Engineering staff. 4. Allowing the new Public Works Director to develop stronger working relationships more quickly .with contractors and design consultants on City projects. 5. Provides a direct link between water quality issues and our wastewater system by having Utilities report to Assistant City Manager Dave Kiff. 6. Focuses greater management attention and supervision on the two separate departments. 7. Provides an opportunity for both departments to create a strong working relationship. This reorganization would result in no change in the current number of employees. The Utilities Director's pay would increase 5% and the General Fund would benefit with one - third of Dave Kiffs salary being paid by the Utilities Enterprise Funds. This reorganization would require the Utilities Department to depend on the Public Works Department for Utility project design, construction management and project inspections. In summary, the City Manager believes this reorganization works well at this particular time, but after a few years, combining the departments once again would be a strong possibility if it would be a benefit to the organization. The City Manager feels the proposal creates a win -win situation which benefits not only the organization, but its customers through better service delivery. This reorganization will continue the Public Works Department's responsibilities for utility design, construction and inspection and allow the Utilities Department to be an operational department that will provide the necessary services their customers require.
