Harkless, City Clerk SUBJECT: APPOINTMENTS TO THE AD HOC TELECOMMUNICATIONS COMMITTEE RECOMMENDATION Confirm Mayor Adams' appointment of Donald Boortz and Leslie Daigle to the Ad Hoc Telecommunications Committee. BACKGROUND The enabling resolution (Resolution No. 2000 -97) that was adopted on November 28, 2000 established that the Ad Hoc Telecommunications Committee should consist of two members of the City Council and up to three members of the Newport Beach community. On January 9, 2001, Mayor Adams appointed Council Members Dennis O'Neil and John Heffernan to represent the City Council on this committee. At the Mayor's request the Ad Hoc Appointments Committee (Mayor Pro Tern Ridgeway and Council Members Glover and Proctor), interviewed two of the applicants on June 13, 2001 and recommended to the Mayor that Donald Boortz and Leslie Daigle be appointed to serve on this committee. As a result of my experience with the technological, community, legal and planning issues associated with the deployment of a consumer based technology, I am interested in providing my expertise to the Ad Hoc Telecommunications Committee. My experience includes the following: • Knowledgeable of the existing policy framework of wireless telecommunications. • Responsible for monitoring, tracking, and advocacy of wireless telecommunications ordinances for over 200 local jurisdictions in the Southern California region. Developed database to track ordinance activity. • Knowledgeable of the spectrum of siting issues including aesthetics, undergrounding, joint trenching, co- location, radio frequency interference, national health standards, stealthing, landscaping, and technology such as microwave, microcell, macrocell, fiber optics. • Work on a regular basis with stakeholders, specifically within the City of Los Angeles. Stakeholders include city council members, planning deputies, homeowners association, industry, city departments including Bureau of Engineering, Bureau of Street Lights, Department of Water and Power, City Planning, Department of Transportation. Mindful of the accelerating consumer demand for telecommunications service and the technical, functional, community issues surrounding deployment of technology.
