Wood 3300 NEWPORT BOULEVARD (949) 644 -3222 NEWPORT BEACH, CA 92658 (949) 644 -3200; FAX (949) 644 -3250 REPORT TO THE MAYOR AND CITY COUNCIL SUBJECT: Amendment to Resolution Establishing Economic Development Committee SUGGESTED ACTION: Adopt Resolution of the City Council of the City of Newport Beach Amending Resolution No. 98 -17 to Clarify the Purpose & Responsibilities of the Economic Development Committee The proposed amendment to the Resolution establishing the Economic Development Committee (EDC) was considered by the City Council on April 24, 2001, and continued to allow the Ad Hoc Committee to Review the Economic Development Committee and Environmental Quality Affairs Committee to complete its work. The Ad Hoc Committee recommended no changes to the membership or purpose and responsibilities of EDC, and this recommendation was accepted by the City Council on June 26, 2001. The Council did adopt changes to the City Council Policy on Economic Development on April 24, 2001, which create some inconsistencies with the EDC Resolution. The proposed revised Resolution eliminates these inconsistencies, and the likelihood of future ones, by simplifying the Purpose & Responsibilities section and referring to the City Council Policy. All of the specific responsibilities listed in the existing Resolution are included in the revised policy as updated by the City Council's action in April. In addition, for consistency with other boards, commissions and committees, a provision that EDC members serve at the pleasure of the City Council has been added. SHARON Z. WOOD Assistant City Manager V A"4� Attachment: Resolution RESOLUTION NO. 2001- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NEWPORT BEACH AMENDING RESOLUTION NO. 98-17 TO CLARIFY THE PURPOSE & RESPONSIBILITIES OF THE ECONOMIC DEVELOPMENT COMMITTEE WHEREAS, the City Council established the Economic Development Committee by adopting Resolution No. 93 -3, which Resolution has been amended from time to time, most recently by the adoption of Resolution No. 98 -17; and WHEREAS, the City Council wishes to clarify the Purpose & Responsibilities of said Committee to be consistent with City Council policy; NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Newport Beach amends Attachment B to Resolution 98 -17 to read as the exhibit attached to this Resolution. ADOPTED this day of September, 2001. Areas of Special Expertise One (1) individual with special knowledge in community based marketing; One (1) individual with special knowledge in strategic lannin erganizational managemen One (1) individual with special knowledge in financing public /private business ventures including capital and operational activities; One (1) individual with special knowledge in the restaurant industry; One (1) individual with special knowledge in the boating and harbor industry; Three (3) Members At- Large. Ci!y Business Districts - A member of the Advisory Board of Business Improvement Districts, the Board of Directors of an Association, or a member of other organization representing the following areas: Airport Area Balboa Island Cannery Central Balboa Corona del Mar Newport Center /Fashion Island Newport Pier Area Mariners Mile Old Newport Boulevard Area Lido District The mayor shall name the Chairman of the Committee from the list of approved nemineesmembers. The Chairman shall then organize the Committee into appropriate ex2ctit=ae/ tJ t ^^c' sub - committees as necessary to accomplish the assigned functions and duties. Special interest groups- All members shall serve at the pleasure of the City Council. The Committee shall be staffed primarily by the Assistant City Manager/ Economic Development Coordinator with assignment of additional full time and part time support from other departments as necessary.
