SUBJECT: La Salsa; Milestone Management (PA2001 -086) 4341 MacArthur Boulevard, Suite F (Continued from 10 -18 -01) SUMMARY: A Use Permit requested for an eating and drinking establishment and a waiver of parking to expand the seating from 21 seats to 36 seats without an increase in net public area. ACTION: Continue the public hearing on UP No. 2001 -018 to the meeting of January 3, 2002. ITEM NO. 2. SUBJECT: Glabman Variance (PA2001 -063) 2315 Pacific Drive SUMMARY: Review of final plans for substantial conformance with plans approved July 19, 2001. ACTION: Determine that the revised elevations and roof plans are in substantial conformance with the plans approved on July 19, 2001. ITEM NO. 3. SUBJECT: Jeffrey J. Brown Residence (PA2001 -173) 405 Dahlia Avenue SUMMARY: Request for a variance to permit a duplex to exceed the 1.5 floor area limit applicable within Corona del Mar. The request includes reduction of the front yard setback from 15 -feet to T -6" and the reduction of the rear yard setback from 10 -feet to Y -6 ". ACTION: Deny Variance No. 2001 -004 and Modification No. 2001 -098. ITEM NO. 4. SUBJECT: Hoag Memorial Hospital Presbyterian (PA2001 -199) One Hoag Drive SUMMARY: Review of a traffic study prepared pursuant to the City's Traffic Phasing Ordinance (TPO) and the Development Agreement (DA) for Hoag Hospital for Phase II of the Master Plan, involving both upper and lower campus construction, including the East Tower. ACTION: Approve Traffic Study No. 2001 -002 and ADOPT Resolution No. entitled, "A Resolution of the Planning Commission of the City of Newport Beach Approving Traffic Study No. 2001 -002 for Property Located at One Hoag Drive." ITEM NO. 5. SUBJECT: Brion Jeannette & Associates (PA2001 -187) 215 Carnation Avenue (Called for review by Commissioner Selich 10- 18 -01) SUMMARY: Request to permit the construction of a single family dwelling with a portion of the basement level encroaching 10 -feet into the required 10 -foot front yard setback adjacent to Carnation Avenue and 4.8 -feet into the required 4.8 -foot side yard setback. All above ground structures will maintain the required 10 -foot front and 4.8- foot side yard setbacks, with the exception of a portion of the proposed subterranean garage that may extend approximately 3 feet high within the front and a portion of the side yard setback. ACTION: The Planning Commission has the option to either uphold, reverse or modify the decision of the Modifications Committee which was to approve Modification No. 2001 -106 subject to conditions. ITEM NO. 6. SUBJECT: MFR District Height Limits in Corona Del Mar SUMMARY: Initiation of an amendment to Title 20 of the Newport Beach Municipal Code to revise the height limits for Multi - Family Residential district properties in Corona Del Mar. ACTION: Adopt resolution of intent. (6 Ayes, I Recused) Item 2, regarding 2315 Pacific Drive (PA2001 -063), was approved and is subject to appeal or call up by the City Council. (6 Ayes, I Abstain) Item 3, regarding 405 Dahlia Avenue (PA2001 -173) for VA2001 -004 and MD2001 -098, was continued to the meeting of January 3, 2002. (5 Ayes, I No, I Abstain) Item 4, regarding One Hoag Drive (PA2001 -199) for Traffic Study No. 2001 -002 was approved and is subject to appeal or call up by the City Council. (All Ayes) Item 5, regarding 215 Carnation Avenue (PA2001 -187 for MD 2001 -106), decision of the Modifications Committee was upheld and is subject to appeal or call up by the City Council.
