SUBJECT: Appointment to the Harbor Quality Citizens Advisory Committee
RECOMMENDED
ACTION:
Confirm City Councilman John Heffernan's nomination of Dennis Baker to the Harbor
Quality Citizens Advisory Committee.
BACKGROUND:
Resolution No. 86 -59 established the City's Harbor Quality Citizens Advisory Committee
and set the membership at seven (7) private citizens, nominated by the City Councilmen
and confirmed by the City Council. James Martinez resigned from the committee and
there are currently six (6) members appointed.

I spend a lot of time in and on the water as a windsurfer, kayaker, swimmer, and
body surfer. I am very concerned about the continued determination of the
water quality.
I am informed on what is happening in various areas of water
quality, including, but not limited to run off and water shed issues. I am
currently working with the Newport Beach Nautical Museum (Marshall Steele),
Earth Resource Foundation, and Newport Harbor High School to develop a back
bay research project regarding debris from the water shed in the upper harbor.
I am a volunteer with the Newport Bay Naturalists and Friends
and will be attending the S -week naturalist workshop this fall.
I currently attend many of the Harbor Committee meetings and
became interested in being a part of the body.
