Harkless, City Clerk SUBJECT: DESIGNATION OF CITY CLERK'S OFFICE AS A PASSPORT ACCEPTANCE FACILITY BY THE U.S. DEPARTMENT OF STATE RECOMMENDATION: Authorize the City Clerk to apply for designation of the City Clerk's Office as a Passport Acceptance Facility by the U.S. Department of State, Bureau of Consular Affairs. BACKGROUND: In order to provide a vital service to our community, the Newport Beach City Clerk's Office is requesting authorization to apply to become an authorized Passport Acceptance Facility. There are a limited number of these facilities and the closest location to City Hall, the Newport Beach Main Post Office, is so busy that they have established an appointment only system. If approved, and based on the processing time required by the U.S. Department of State, the office is expected to open in the first quarter of 2002 and the proposed hours of operation for the service at City Hall are Monday through Thursday from 9:00 a.m. to 3:30 p.m. A $15.00 processing fee per application will be generated for the City and the average time spent in accepting a passport application is approximately ten minutes. Passport Acceptance Facilities provide a vital service to U.S. citizens - the voters and taxpayers of our community. Offering passport services at the City Clerk's Office helps promote the other services and opportunities available to the public at City Hall. FISCAL IMPACT: Minimal costs are anticipated with the establishment of this service for postage to mail the applications to the U.S. Department of State, which are more than adequately covered by the $15.00 processing fee collected by the City. The City Clerk's Office in Redondo Beach was designated as a Passport Acceptance Facility in May 2001, and as of October 9, 2001, this service generated $9,000 in revenue with $850 in costs for postage and supplies. o,° f, �.
