JAMES ROAD (CLIFF HAVEN) RECOMMENDATIONS: 1. Adopt Resolution No. 2001- Limiting the Parking of Vehicles on Certain Streets and rescinding Resolution No. 97 -84. 2. Introduce Ordinance No. 2001- Revising Preferential Parking Zone "2" — Newport Heights and Cliff Haven and Rescinding Ordinance No. 97 -28. DISCUSSION: At the June 13th Traffic Affairs Committee JAC) meeting Staff reviewed a request from the resident at 640 St. James Road to delete the two -hour parking limit adjacent to his home. A number of streets in the Cliff Haven area have two -hour parking limits from 8:00 a.m. to 2:00 p.m. on Monday through Friday to address the issue of Newport Harbor High School students parking throughout the neighborhood. An extensive survey of the neighborhood was conducted prior to establishing the limits of the two - hour parking zone. The current resident at 640 St. James Road stated that high school students are not impacting the parking situation adjacent to his home, and the parking limit is causing a hardship for himself and his guests. The Traffic Affairs Committee voted to recommend City Council approval of revising the existing parking limit zone Resolution, and rescinding and replacing the existing Ordinance. (Proposed Resolution and Ordinance are attached). Existing Resolution No. 97 -84 designates a two - hour.parking limit on the south side of St. James Road from 15th Street to Kings Place. The residence at 640 St. James Road is located at the from of St. James Road and Kings Place. The proposed Resolution would revise the two -hour parking limit on the south side of St. James Road to read: "from 15th Street to and including 636 St. James Road." Ordinance No. 97 -28 will be rescinded and replaced with Ordinance No. 2001 - amending Section 12.68.060 of the Municipal Code. The Residential Parking Permit Program Zone "2" limits on the south side of the St. James Road will be revised to read: "from 15th Street to and including 636 St. James Road." THE CITY COUNCIL OF THE CITY OF NEWPORT BEACH DOES HEREBY ORDAIN AS FOLLOWS: Section 1: Section 12.68.060 B. is added to the Newport Beach Municipal Code to read as follows: 12.68.060 B. Zone "2" -- Newport Heights and Cliff Haven. Irvine Avenue West side from 15th Street to Laurel Place. Laurel Place From Irvine Avenue to westerly terminus of Laurel Place. Margaret Drive From Irvine Avenue to and including 2322 on the north side and 2323 on the south side of Margaret Drive. Michael Place From 15th Street to and including 601 on the west side and 620 on the east side of Michael Place. 1 9. Section 2: The City Clerk shall cause the same to be published once in the official newspaper of the City, and it shall be effective thirty (30) days after its adoption. WHEREAS, Section 12.44.010 of the Newport Beach Municipal Code provides that when authorized signs are in place giving notice thereof, no person shall stop, stand, or park any vehicle between the hours of 8:00 a.m. and 6:00 p.m. of any day for a period of time no longer than two (2) hours upon such streets or portions thereof as the City Council shall designate by resolution; and WHEREAS, it is necessary to limit the parking of vehicles as hereinafter provided; NOW, THEREFORE, BE IT RESOLVED that the parking of vehicles between the hours of 8:00 a.m. and 2:00 p.m. on school days be limited to two (2) hours on the following streets: St. James Road 15th Street to and including 625 on the north side and on the south side from 15th Street to and including 636 St. James Road. Signal Road 15th Street southerly to and including 418 on the east side and 419 on the west side of Signal Road. BE IT FURTHER RESOLVED that the parking of vehicles between the hours of 8:00 a.m. and 6:00 p.m. except Sunday and holidays, be limited to two (2) hours on the following street: Avon Street Tustin Avenue to Riverside Avenue. BE IT FURTHER RESOLVED that the parking of vehicles between the hours of 8:00 a.m. and 6:00 p.m., except Saturday, Sunday, and holidays, be limited to two (2) hours on the following street: 16th Street Babcock Street to Placentia Avenue, except the easterly 220 feet on the south side. Bayview Way From Jamboree Road to the easterly terminus of Bayview Way. BE IT FURTHER RESOLVED, that the parking of vehicles between the hours of 8:00 a.m. and 1:00 p.m., except Saturday, Sunday, and holidays, be limited to two (2) hours on the following streets: Buckingham Lane Easterly side from Westcliff Drive to Bedford Lane. Riverside Avenue Northwest side from a point beginning 418 feet from the centerline of Riverside Avenue at Cliff Drive and ending 563 feet from that centerline. -3- BE IT FURTHER RESOLVED, that the parking of vehicles between the hours of 8:00 a.m. and 6:00 p.m., Monday through Thursday, except holidays, be limited to two (2) hours on the following street: Clubhouse Avenue Short Street to the Rialto. BE .IT FURTHER RESOLVED, that the parking of vehicles between the hours of 8:00 a.m. and 6:00 p.m., Tuesday through Thursday, except holidays, be limited to two (2) hours on the following streets: Clubhouse Avenue Short Street to the Rivo Alto. Short Street Newport Boulevard to Clubhouse Avenue. BE IT FURTHER RESOLVED, that the parking of vehicles between the hours of 8:00 a.m. and 5:00 p.m. weekdays be limited to two (2) hours on the following streets: Tustin Avenue Avon Street to 300 feet northerly of Avon Street. Ocean View Tustin Avenue to 350 feet northerly of Tustin Avenue. BE IT FURTHER RESOLVED, that the parking of vehicles between the hours of 8:00 a.m. and 4:00 p.m. Monday through Saturday be limited to two (2) hours on the following street: Cliff Drive South side from the westerly limit of Cliff Drive Park to San Bernardino Avenue BE IT FURTHER RESOLVED, that the City Traffic Engineer be and hereby is directed to erect all necessary signs at the above locations. im BE IT FURTHER RESOLVED, that Resolution Number 97 -59 is hereby rescinded.
