SUBJECT: Resolution 2002 -_ Changing the Name of the Harbor Quality Citizens
Advisory Committee (CAC) to the Coastal/Bay Water Quality CAC
RECOMMENDED Adopt Resolution 2002 -_ changing the name of the Harbor Quality Citizens
ACTION: Advisory Committee to the "Coastal /Bay Water Quality Citizens Advisory
Committee."
BACKGROUND: In 1986, the City Council created the Harbor Quality Citizens Advisory
Committee ( HQCAC) to look at issues of importance to Newport Bay, including:
• Bay water quality, including water quality testing and standards
• Dredging of sediment
• Tributary and storm drain inputs to the Bay
• Habitat improvement
• Harbor use issues
• Educational programs
• Sanitary sewer overflows and the SSOs' causes
In recent days, the HQCAC has looked at issues outside of Newport Harbor,
including:
• Buck Gully habitat improvements
• Kelp reforestation
• The Orange County Sanitation Districts ocean outfall for wastewater
• Ocean water quality testing
The HQCAC met on Thursday, January 10, 2002 and unanimously determined to
recommend that the Council change the Committee's name to reflect a broader
mission and responsibility that includes coastal water quality issues. The
Committee also took this action to more appropriately describe the difference
between this Committee and the newly- created Harbor Commission.
This Agenda Item changes the name of the Committee to the Coastal/ Bay Water
Quality Citizens Advisory Committee and slightly modifies the Committee's
mission and responsibilities (see Attachments A and B).

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF NEWPORT BEACH
CHANGING THE NAME OF THE HARBOR QUALITY CITIZENS
ADVISORY COMMITTEE
WHEREAS, the City of Newport Beach has a Harbor Quality Citizens Advisory Committee
(HQCAC) that was established in 1986; and
WHEREAS, HQCAC has addressed issues of importance to water quality since that time,
including pump -a -heads in Newport Harbor, Upper and Lower Newport Bay Dredging, water
quality testing efforts, educational programs, and prohibitions against duck feeding; and
WHEREAS, HQAC has increasingly been interested in and recommended Council positions
on issues outside of Newport Harbor, including ocean water testing, Buck Gully improvements,
and the Orange County Sanitation District's ocean outfall; and
WHEREAS, on January 10, 2002, HQCAC unanimously recommended that the City Council
agree to change the Committee's name to the Coastal /Bay Water Quality Citizens Advisory
Committee and to modify slightly its mission and responsibilities; now, therefore be it
RESOLVED by the City Council of the City of Newport Beach that the Council hereby
recognizes an expanded mission and responsibilities for the Harbor Quality Citizens
Advisory Committee and hereby changes the name of the Harbor Quality Citizens Advisory
Committee to the Coastal/ Bay Water Quality Citizens Advisory Committee.
ADOPTED this 22nd day of January, 2002.

I4ARBOR COASTAL/BAY WATER QUALITY CITIZENS
ADVISORY COMMITTEE
AUTHORIZATION:
Established by Resolution No. 86 -59, adopted on July 14, 1986.
Amended by Resolution No. 99 -45, adopted on June 28, 1999.
Amended by Resolution No. 2000 -9, adopted on January 25, 2000.
Amended by Resolution No. 2002 -- adopted on January 22,
2002.
MEMBERSHIP:
The Committee shall consist of seven (7) private citizens and two
(2) members of the City Council. Each member of the City
Council shall nominate one of the private citizens; the nomination
to be confirmed by the City Council. The Mayor shall appoint the
two (2) Council Members to serve on the Committee; the Mavine
r',,pa a-,.. en Harbor Resources Division or the City Manager's
Office shall provide staff assistance, including the preparation of
minutes, agendas and reports. The Committee shall have a
Chairman and Vice - Chairman, each of whom is to be appointed
by the Mayor. The Mayor has the discretion to appoint either a
Council Member or a citizen to these two positions.
MISSION:
To improve and preserve Newport Bay and the Newport Beach
coastline as a useful - resource for swimmers, boaters, marine life,
and waterfowl.
PURPOSE & RESPONSIBILITIES:
The Committee shall advise and make recommendations to the
City Council on policies, projects and programs that will achieve
the Committee's mission, including Council efforts to:
