After reviewing the forty -three (43) applications that were submitted (list attached), the Ad Hoc
Appointments Committee scheduled interviews on March 19, 2002 with the following

Attached to this report is a Councilmanic District map indicating the residences of the twenty
(20) applicants that were interviewed.
BACKGROUND
At the regular meeting of the City Council held on January 8, 2002 the Mayor appointed Council
Members Adams, Glover and Heffernan to serve on the Ad Hoc Appointments Committee to
review applications and make recommendations to the full Council for the newly - established
Harbor Commission.
Consistent with Council Policy A -2, Boards and Commission Appointments, the City Council
can appoint persons who have filed an application for appointment with the City Clerk no later
than five (5) days prior to the date on which the City Council nominates candidates for positions.
At this meeting, if any Council Member so desires they can nominate anyone from the list of
applicants attached. Upon doing so, the Council Member should indicate which of the seven
seats they are nominating the person for. Copies of applications for the individuals not
nominated by the committee are available upon request from the City Clerk's office.
At the April 9, 2002 meeting the Council will be provided ballots and will be asked to vote for
one person for each of the seven seats. The terms of the new members will commence
immediately upon appointment. At the first meeting of the Commission the members will be
asked to draw straws to determine the three (3) members who will serve two -year terms and the
four (4) members who will serve four -year terms.

I am a thirty -two year resident of our fine city. I am also a Corona Del Mar High School
graduate in 1973, and alumnus of U.C. Irvine. I opened my law practice in Newport Beach in 1980
and continue to conduct business in Newport Center to this day.
I love our city and would like to participate in its future more directly by working on a board,
commission or committee.
I was recently asked by Jean Watt to join the Board of Directors of the Environmental Nature
Center (ENC) on 16' Street. I have found this opportunity most rewarding and would like to further
assist the community.
I am a licensed attorney at law and Department of Real Estate qualified lecturer on real
property matters. My son attends Sage Hill High School and intends to reside in Newport Beach
upon completion of his education.

Interest In Service & Qualifications For
Newport Beach Harbor Commission

Interest in Service
1. Continuity: I believe that there is irreplaceable benefit to the City in bringing
to the Harbor Commission the substantial continuity of knowledge and
understanding of harbor issues and priorities gained by the members of the
Harbor Committee. This "knowledge continuity asset" was built up through
hundreds of hours of absorbing and exchanging information, ideas and
opinions, culminating in the creation of the Harbor Element and in a series of
key decisions over harbor issues. It should not be discarded at this juncture.
As a Harbor Commission member, I would contribute a substantial
continuity of knowledge and interpretation as well as new ideas and
information, based upon my varied experience and roles on the Harbor
Committee. (co- author of Harbor Element, other position papers, etc)
2. Implementation: It will be important to the City for the Commission to
immediately begin to work closely with Council, Staff and other
Commissions on the implementation of priority harbor- related policies and
programs (initially surfaced in the Harbor Committee) which will involve
both long lead times and short -range decisions. Commissioners must "hit the
deck running" to justify the creation of the Commission and to show focus
and progress on issues of concern to the City and its varied harbor interests.
As a Harbor Commission member, I would be able to bring my Committee
experience to bear immediately in working with my fellow commissioners,
City Staff and Council on the implementation of the many high priority
policies, issues and projects, with a high degree of efficiency and
understanding. I would like to help achieve the results of 3 years of work.
3. Commitment: To do something meaningful in a participatory democracy, one
has to be willing to commit to it for the long haul, through the many
discussions, compromises, and then to focus on the creation of products and
recommendations to achieve the desired end result. I participated actively in
all but one of the three- dozen -plus Harbor Committee meetings, the 60+ HC
subcommittee meetings, several Council study sessions /Council meetings
and the community outreach meeting & public hearings on the Harbor
Element. This commitment was accomplished because I cared about the effort
and the results, learned more as part of the group discussions/ efforts, and
was able to adjust my consulting practice and travel to fit my commitment.
As a Harbor Commission member, I would continue and expand this level
of participatory commitment, as well as my "results- oriented" approach.
4. Balance of Community Interests: The harbor is the single most visible and
uniquely distinguishing community asset of Newport Beach - an amenity

shared by the entire community and its visitors. Admittedly, there are many
individual waterfront and waterview "neighborhoods ", "villages ", "islands"
and districts, residential, commercial, recreation and public use/ visitor areas
and interests in Newport Harbor, all of which must be respected and heard.
The harbor and its Commission need people who can understand and
represent these myriad interests, but who can also move beyond their own
locales and specific interests to achieve the comprehensive thinking and
solutions which will benefit the entire harbor and community. I am a
waterfront resident and pier permittee, local waterfront -based businessman,
recreational boater, beach user, public walk and public pier neighbor, as well
as a Harbor Committee member & chairman trying to glue together a bunch
of people's good ideas, I think I have demonstrated the necessary balance
between the multiple harbor "stakeholder" roles and the comprehensive
overview role necessary for helping achieve the harbor's future.
As a Harbor Commission member, I would continue and expand this
balanced diversity of roles and comprehensive view, working with others
to achieve results which would benefit key harbor areas and the overall
harbor asset and environment.
5. Savings To City: Like members of the City Council and other Commissions
and Committees, I have donated my share of professional time and skills
through my participation in the Harbor Committee and other community
groups for several years, as my investment -in -kind in Newport Beach. In
order to avoid a potential conflict of interest, I have not undertaken public or
private waterfront consulting work in Newport Beach which could conflict
with these roles. I have enjoyed my "pro -bono" citizen - consultant role, the
contributions which both my professional and citizen experiences have
enabled me to make to the group, and the knowledge and insights I gained
from my fellow Committee members. Ironically, I was only able to provide a
limited amount of my experience and capabilities on the Committee and look
forward to doing more. I suppose I should plead guilty to being a waterfront
planning "expert" (confirming the worst fears of one or two councilpersons)
but I am proud of it. We need experts as well as citizens and I hope
"expertise" on a Commission dealing with a complex area such as the harbor
is seen as a benefit and not as a limiting or self - serving interest or ego trip.
(At least I have been Newport Beach's own expert, and I didn't cost anything.)
As a Harbor Commission member, I would continue and expand these
levels of both citizen member and in -kind professional services. I believe
the benefits to City budget savings, the harbor, and the Newport Beach
community at large would be substantial. I would be willing to contribute
my efforts in working with Commissions, Council and Staff on the creation
of a Harbor Master Plan, which is the next step in implementing many of
the policies and concepts of the Harbor Element.

Qualifications For Service (also see attached materials)
Residency in Waterfront Communities: Born and raised in riverfront
(Detroit River) and lakefront, (Lake Michigan) communities which worked
for a living (fishing, boatbuilding /repairing, ferries, etc.) and endured the
occasional tourist invasions, I later experienced big rivers
(Mississippi /Missouri) during life in St. Louis, and big oceans living and
working on the Mediterranean, and U.S. east and Southern California coasts.
As a Harbor Commission member I can contribute, as appropriate, from
this lifelong understanding of residency, work and tourism in waterfront
communities as background to my current residency, work and recreation
on the waterfront of Newport Beach, and to my role on the Commission.
2. Professional Life Focused on Waterfronts, Water Resource Areas: Forty
years of work in four distinct, but overlapping, professions, in 68 counties
and 43 U.S. states, focused on waterfront and water resource area analysis,
planning, design and conservation, have provided me with a comprehensive
background to view and work with water assets like Newport Harbor.
As a Harbor Commission member I will contribute, as appropriate, from
this professional experience and expertise of waterfronts and water
resource areas.
3. Balanced Understanding of Public Agencies and Private Sector: Over the
course of my employment with government agencies and private consulting
firms, as well as my own consultancy, I have developed an in -depth
understanding and perspective of both public and private sector viewpoints
and concerns related to waterfronts and water resource areas. My practice
has been roughly evenly distributed between public and private clients.
As a Harbor Commission member I will bring this balanced understanding
of the interests of public and private sectors to all of my participation and
deliberations.
4. Objectivity/Credibility : As a highly specialized "niche" consultant with over
907o of my business gained through professional peer and public and private
client referrals and repeat clients, my professional objectivity and credibility
are my most essential assets. Necessarily, I must avoid being associated in my
professional work with specific "agendas ", "causes ", "sides ", products,
suppliers, etc. to sustain this reputation for objectivity and remain credible to
all. This does not prevent me from having a set of values or being

passionately committed personally to things I believe in, except when it is
inappropriate in a public - service setting such as a commission.
As a Harbor Commission member I will work to maintain the objectivity
and credibility of the Commission as a representative body of the City of
Newport Beach.
5. Works Well With Others: My professional life has required the ability to
communicate and work effectively with a wide range of direct and "indirect"
clients, including officials and staffs at all levels of U.S. and foreign
governments, other professionals, interest groups, and the general public in
settings ranging from 1 on 1 meetings to presentations and hearings
involving many hundreds of people. Working to be inclusive of all
viewpoints, to collect ideas into consensus plans and actions, and to serve as
referee when necessary while remaining part of a larger team is second
nature.
As a Harbor Commission member I will bring this ability to work as part of
a team while helping it move forward to achieve results.

TCCG Role: John C. Corrough is president and principal consultant of The Corrough Consulting Group (TCCG), a
Southern California -based corporation which provides comprehensive waterfront, coastal, resort and marina planning
and design consulting services to private entity and public agency clients throughout the USA and internationally.
Experience Overview: Mr. Corrough has been responsible for the planning, design and implementation of a wide
range of maritime projects involving the development, renovation, and conservation of coastal and inland waterfront
and water - dependent areas. These include: private and public marinas and small craft harbors berthing more than
90,000 vessels; megayacht marinas; coastal tourism plans and waterfront resorts; urban waterfront and working
commercial port revitalization; naval bases; waterfront residential communities, boatyards, boat storage, launching
facilities; yacht clubs; ferry and cruise ship docking facilities and terminals; beaches; coastal and estuarine wetlands
and wildlife preserves; as well as Olympic yachting and rowing facilities and courses (Los Angeles '84, '12) He also
consults on waterfront, resort and marina facility management, sale, purchase valuation, operation financial analysis.
Additional Experience: His waterfront technical expertise and experience is strengthened by more than four decades of
practical experience and responsibility in the ownership, operation, delivery and maintenance of a wide range of
recreational, commercial and transportation vessels, the construction and operation of marinas and harbors and as an
officer and member of US/ NZ yacht clubs and a partner in US & Brazil marina ownerships.
Prior Employment: For twenty -six years prior to his founding of The Corrough Consulting Group in 1986, Mr.
Corrough held ownership, management, project management and technical positions with several major U.S. -based
international planning, architectural and landscape architecture design firms, and development consulting firms. These
firms included Skidmore, Owings and Merrill (architecture, planting, engineering); Gruen Associates (architecture,
planning, engineering); Booz, Allen, Hamilton/ Development Research Associates (management consulting and real
estate economics); EDAW, Inc. (planning, landscape architecture, environmental analysis). His public sector
employment includes roles as architect and planner at two St. Louis -region government agencies and as a regional
architect and planner, resident in North Africa, with an overseas agency of the U.S. State Department.
Education: Educated as an architect, urban designer and planner (BS'62, M Arcl -eK M. Urban Design'67; Washington
University in St. Louis), he has also completed post - graduate studies in real estate economics, landscape architecture,
environmental analysis, and site, civil, and coastal engineering (Brown University/ Rhode Island School of Design, U S
C, Univ. of California at LA, University of Utah ). He continues his education through seminars, conferences & classes.
Awards: Projects and professional teams for which Mr. Corrough has been responsible have received a number of
awards for excellence in planning and design from the American Institute of Architects, American Planning
Association, American Society of Landscape Architects, and other organizations. These include the 1984 Olympic
Games (watersports venues) , the Cabrillo Marina Complex in Los Angeles Harbor, Catalina Island Master Plan and
others. He is also the principal waterfront and marine facilities designer of the winning international competition
entries in the Kuwait Cityty (Kuwait) Waterfront Design and Development and Fortaleza (Brazil) Port and Waterfront
Development, and was cftosen as the US consultant on the Soulanges Canal Regional Tourism Plan, Montreal, Canada.
Speeches/Publications/Teaching: He has served as a visiting instructor and guest lecturer at many U.S. and
international universities, and a speaker at numerous U.S. and international professional society, government
association, and maritime-oriented technical and business conferences. Mr. Corrough has authored and co-authored
over 90 technical papers and articles on waterfront, coastal, marina, and resort planning and development.
Memberships/Directorships. Mr. Corrough is a Member of the American Planning Association, American Institute of
Architects, American Society of Landscape Architects, International Marina Institute, States Organization for Boating
Access, International Navigation Association, and the Urban Land Institute. He is also a Director of the California
Marine Parks and Harbors Association, World Marina Conference, Inc., City of Newport Beach Harbor Committee,
Newport Harbor Area Chamber of Commerce Marine Committee, and the APA Resort & Tourism Division.

Harbor Commission
I wish to serve on the Harbor Commission because I have been around the
bay all my life and feel the need to give something back. We find ourselves
at a major crossroad regarding how we treat our waterway. Without the bay
Newport would just be another City along the coast. I believe it is what
makes us unique. Preserving and maintaining, while still developing will be
our biggest challenge.
I live in a waterfront community within the city and I am very sensitive
about the commercial aspects going on around me, however I make my
living from the bay.
My business takes me to other harbors and bays around the country so I get
an idea of how different municipalities are handling the problems facing
waterways like ours.
As a boy I would play in the clear water on the shores of Shark Island, watch
speedboat races in front of the Balboa Bay Club, sail in the Flight of the
Snowbirds, and cruise around on little boats I built. As a teenager I spent
hours and hours water skiing in the back bay. I raced sailboats on the bay
and off our local waters for more than forty years.
I believe I could help the Harbor Commission make some good decisions.

I have been involved in and around Newport Harbor since I moved here in 1972.
1 started a marine hardware business on Coast Highway at that time and merged
it with another company in Costa Mesa after several years. I have been a
member of Newport Harbor Yacht Club since 1980 and have raced and cruised
in and around the harbor since I moved here. I have also participated in a
number of yachting events around the world, including an extended cruise of the
Mediterranean in the mid 70's. I have recently curtailed local racing and have
been involved in race management and other organizational duties at the yacht
club. I have been involved in and around water sports my entire life.
Professionally, I am a real estate developer focused on the master planning of
larger commercial and /or residential projects. This discipline involves the
integration of various land uses to create viable projects that work physically,
socially and environmentally. One of my most challenging efforts involves the
master planning and reuse of Mare Island Naval Shipyard in Vallejo, California.
Our firm was chosen as the master developer of the base, and I am assisting in
the planning efforts to bring the base back to life as a commercially successful
mix of residential, educational, recreational and commercial uses. Although on a
much smaller scale, the Island is similar to Newport relative to accessibility and
the need to balance existing and future uses as they relate to each other and the
surrounding community. As we go through the process of planning and entitling
the Mare Island project, I am constantly reminded of the growth I have seen in
the harbor area of Newport over the past thirty years and the positive and
negative attributes affect my sense of how the project should evolve. This
experience will provide insight as to how Newport may change (and it will) in the
years ahead.
I am proud to live in the best community and enjoy the finest quality of life of
anywhere I know of in the world. I would like to be able to integrate my
professional skills, love of the City and passion for the water as a member of the
Harbor Commission, and be responsible for helping to guide our community into
the future. I appreciate the fact that our harbor is the essence of the City, and I
believe I can add to the continued strength of the asset by carefully assessing
the future changes that will be requested of the City Council and how those
changes can be positive to the residential, recreational and commercial
stakeholders.

Why I Wish to Serve the City of Newport Beach on the Harbor Commission
I have been a life -long resident of Newport Beach and I am interested in serving on the
Harbor Commission. I grew up on the waters of Newport Bay taking sailing lessons at
the Balboa Yacht Club. I have spent many years on the water, on my relative's various
boats over the years, and later on my own boats. I have continuously owned and used
a boat in Newport Bay since 1969. 1 am currently a tenant in the City Marina on
Bayside Drive.
I have been involved in water quality issues concerning the Bay and the ocean since
1974 when, as a High School student, I contributed congressional testimony concerning
point source pollution problems from the Orange County Sanitation District outfalls. In
college, I furthered my education and obtained all but three units to have a minor in the
field of Hydrology.
I have experience with City issues concerning the Bay. During my time on the Harbor
Quality Committee, I helped draft the Newport Beach live- aboard ordinance. I also
wrote the class plan and helped launch Bay Watchers, which was offered through the
Coast Guard Station for several years. This program allowed interested Newport Beach
residents to learn more about the commercial and environmental issues that affect the
Bay.
As a long -time resident, I know the history of the development of the Bay and its
policies. I believe I could contribute a valuable resident's view concerning the issues
that the Council would like the Commission to explore and advise upon. I am anxious to
return to contributing to one of my favorite areas of interest.

HARBOR COMMISSION APPLICATION SUMMARY
for Lee Sutherland
The formation of the Harbor Commission is really exciting to me
because the harbor is an extremely important part of my life as well as a vital
and unique natural resource for the city. Because I feel so strongly about the
harbor and its future, I respectfully ask you to consider my serving on the
Harbor Commission. After my very rewarding experience on the Harbor
Committee, I wish to continue involvement with harbor issues and be able to
follow through on the implementation of the Harbor Element of the General
Plan. To this end, I bring both varied experience and background to the
Commission. These allow me to have a significant understanding of the
bay. I am a resident who uses the bay regularly both as a racing sailor out of
a local yacht club and for other recreational purposes. I also have a part-
time Marine Electronics business that services boats and yachts in the
harbor. My previous work experience includes a 28 -year career as an
aerospace engineer for Ford Aerospace as well as four years as the
proprietor of Balboa Island Coffee Co.
I cannot overstate how important this Commission is to the future of
the harbor, and I will bring a balanced, knowledgeable, and thoughtful
approach to the solution of Commission issues. Attached, is a partial list of
priority Harbor Commission issues, which must be addressed.

PRIORITY LIST FOR THE HARBOR COMMISSION
MISSION STATEMENT- Focus on issues that maintain and enhance the
integrity of the harbor for the use and enjoyment of both the general public
and residents.
1) Dredging the lower bay. A navigable harbor has to be the top priority.
2) Solving the eelgrass and public /private dock dredging problem.
3) Public access.
a. Maintenance of seawalls and public walkways
b. Maintenance of public piers
c. Maintenance of any other public harbor related infrastructure
4) Improved water quality, both from a health and debris standpoint.
5) LCP implementation.
6) Adequate regulation of multiple and coexisting uses of the harbor (I
have a concern of the size and number of charter boats operating
within the harbor with their inherent noise and pollution.) We need to
maintain the integrity of the bay while allowing public enjoyment and
use of our city's most valuable asset.
7) Improved guest facilities for visiting yachtsmen, including a visible
information center when entering the harbor as well as improved
shore accessibility within the harbor.
8) Clean up mooring regulations.
9) Enforce the derelict boat ordinance.
10) Public access projects such as the Rhine Channel dock.

I am concerned that the facilities needed to maintain the harbor are being ignored. If
something isn't done to allow a continued presence of these facilities, there are two
possibilities: 1. Either the harbor will fall into disrepair or.
2. The cost of maintaining the harbor will escalate as outside contractors
with substantial mobilization costs will have to be brought in to do the
work.
I have been active my entire life, both professionally and recreationally in activities
directly connected with the ocean. The recreational activities include sailing, surfing
and diving. Fortunately I have been able to expand on these activities into making a
living, having worked as a lifeguard, yacht skipper, tow boat skipper, commercial diver,
and now for the past 33 years as a general engineering contractor specializing in
marine construction. As an adult I have never worked in a non - marine field.
I offer substantial knowledge of all types of boating activities, power and sail,
commercial and pleasure. Additionally, I have substantial technical knowledge of all
phases of water front and general harbor construction. This includes first hand
knowledge of dredging, pile driving, dock and pier construction, seawall construction,
and haul out facility construction.
Finally, I am well acquainted with the permitting process involving the various agencies
which govern our harbor's maintenance. These agencies include: The California
Coastal Commission, State Lands Commission, U.S. Fish and Wildlife, California
Department of Fish and Game, U.S. Army Corps of Engineers.

Newport Harbor is the reason so many residents and visitors alike spend their
coveted leisure time in Newport Beach. It is the jewel of the city and as such
needs to be treasured, protected, properly regulated and maintained.
I have personally enjoyed living in Newport Beach for many years. For the last
eight years I have held the position of Vice President and General Manager of
Hornblower Cruises & Events' Newport Beach, Long Beach and Marina del Rey
operations. Hornblower has operated a dining cruise business within California's
harbors for over twenty years. Our current operation includes Lake Tahoe,
Berkeley, San Francisco, Marina del Rey, Long Beach, Newport Beach and San
Diego. The knowledge and experience of working in different harbor
communities and the relationships developed therein, in addition to the
partnerships created with the U.S. Coast Guard and other marine related entities
make this appointment to serve on the Harbor Commission so appropriate.
Hornblower has served as a guest on the Newport Beach Harbor Committee for
the last three years. Gary Meyer, our Director of Marine Services has attended
many meetings. I have attended some. The Harbor Element is a result of
significant time, research and expertise. It is important that there is utilization and
continuation of the work already completed. As I come from a business and
sales /marketing background, and work for a harbor related business, my
experience and contribution should complement the rest of the commission
expertise.
