SUBJECT: PURCHASE OF TRAFFIC MANAGEMENT SYSTEM
RECOMMENDATION:
Authorize a Budget Amendment in the amount of $22,000 from the unappropriated reserve
balance of the Circulation and Transportation Fund to a new CIP Account No. 7261- C5200667
entitled "Traffic Management System" and authorize the purchase of a replacement Traffic
Management System.
DISCUSSION:
Public Works is requesting a Budget Amendment in the amount of $22,000 to accommodate
the purchase of a replacement computer and software system used to operate the City's
Traffic Management System. There are sufficient reserves in the Circulation and
Transportation Fund balance for the project.
Over the past several weeks, there have been escalating problems with the Public Work's
traffic management system computer and software. The system has been running 24 hours a
day for almost 12 years. The system ultimately failed last Thursday and a new computer and
software system had to be ordered immediately. This is an emergency purchase of equipment
and integrated software system that is a key component of traffic signal operations in the City.
U.S. Traffic Corporation is the sole source manufacturer of the software used in our traffic
management system. The system allows staff to view existing traffic operations in the field
such as vehicle detection, pedestrian activity, and signal frequency from our office. The
software provides communication with the intersections so signal coordination programs can
be sent to the controllers as timing patterns change throughout the day.
Staff recommends approval of this Budget Amendment and authorization of the purchase as
requested.
