HomeMy WebLinkAboutSS04 - Annexation Update - Santa Ana Heights & Bay KnollsITEM ss4 YU: Members of the Newport Beach City Council FROM: Dave Kiff, Assistant City Manager SUBJECT: Annexation Update - Santa Ana Heights & Bay Knolls RECOMMENDED Discuss, offer guidance, receive and file ACTION: BACKGROUND' Since completing our annexation of the Newport Coast effective January 1, 2002, the City still has two annexation proposals before the Orange County Local Agency Formation Commission ( LAFCO). These proposals, if approved by LAFCO and the affected residents, would add the communities of Bay Knolls (population 400 [est]) and east Santa Ana Heights (population 1,000 [est]) to the city's current 75,662 residents. This Agenda Item will update the City Council and residents at home - via a PowerPoint presentation that is more descriptive than this brief staff report - on recent actions, issues, and progress relating to these annexation proposals. We will also inform the Council and interested residents of the anticipated schedule for LAFCO action on our application. Council members may wish to discuss and offer direction on the following questions that the presentation will pose: Santa Ana Heights Issues: • How should the City support the residents' proposal in SAH to purchase a community center using redevelopment funds? • How should the City respond to two different applications for sphere amendments from West SAH and the Santa Ana Country Club? • Where are the best locations for a new Fire Station serving SAH? Bay Knolls Issues: • Should the City consent to a suggestion by LAFCO staff that we include the "Emerson/ Churchill" tract (9 homes) within our Bay Knolls application? If so, we should pre -zone this area quickly. • Do the boundary lines to which Newport Beach and Costa Mesa have mutually agreed make sense from a service standpoint?
