SUBJECT: Appointment to the Aviation Committee from the Newport Coast
RECOMMENDED Confirm the appointment of Judith B. Whitmore as the Newport Coast's
ACTION: representative to the Newport Beach Aviation Committee.
BACKGROUND: As a part of the City's Pre - Annexation Agreement with certain residents of the
Newport Coast community, the City agreed to amend the membership of the
City's Aviation Committee to include a specific representative from the Newport
Coast. Newport Coast residents had, in the past, been concerned that overflights
from a proposed W- Plan" out of the former MCAS El Toro would impact the
Newport Coast community.
The PAA says that "...the City Manager shall ... submit to the City Council a
proposed modification of the terms and conditions of the resolution establishing
the Citizens Aviation Committee to provide for membership by at least one
resident of Newport Coast..." The Council amended the membership of the
Aviation Committee to include this appointment on January 8, 2002 (via
Resolution 2002 -7).
The City Clerk announced vacancies for this position on or about February 1 -15,
2002. Four residents of the Newport Coast applied. They were:
Bonnie Birch
Suzanne Casey
Robert Modzeleski
Judith Whitmore
The membership of the Newport Coast Advisory Committee (NCAC) met on
May 7, 2002, and interviewed the two candidates that attended the meeting. The
NCAC has recommended to the Mayor that Judith B. Whitmore (application
attached) be appointed by the Mayor to the Aviation Committee.
If approved by your Council today, this action would confirm the Mayor's
appointment of Ms. Whitmore to the Aviation Committee.
