ACTION: Adopt Resolution No. 2002- to initiate the consideration of design guidelines for Specific Plan District #8 Central Balboa, and refer to the Planning Commission for public hearing. Background The Balboa Design Guidelines project is a follow up to the physical improvements to the public infrastructure currently being carried out through the Balboa Village Pedestrian and Streetscape improvement plan and the Balboa Peninsula Sign Overlay. The genesis for the Guidelines goes back to several of the Peninsula planning studies that have been developed over the years, such as Project 2000 and the Balboa Peninsula Planning Study. In April 2000, after it was apparent that the physical improvements were designed and funded, the City retained Mr. Ron Baers to draft a set of design guidelines for Balboa Village. This action was discussed at and supported by the PROP (Promote Revitalization of Our Peninsula) committee on March 24, 2000. After several rounds of staff review the document is nearing a final draft. The Planning Commission, as well as resident and business groups, will review the guidelines, before they are scheduled for a hearing before the City Council. Analysis Balboa Village Design Guidelines The intent and purpose of the proposed Balboa Village Design Guidelines is to provide a framework for future development or redevelopment of residential and commercial structures. The guidelines document includes: narrative on the character of the village; design principles; the design guidelines; and appendices on public infrastructure improvements, fagade renovations concepts, and implementation. The design guidelines section covers site design as various building features such as building height, roofs, walls, lighting, etc. The proposal for adoption and administration of the guidelines is to adopt them by resolution and to amend the Central Balboa Specific Plan to reference the guidelines. Staff feels the Guidelines are better suited as a stand -alone document because of the extensive use of color graphics and examples would not translate well into the standard format of the Municipal Code. This is similar to the process used for adoption and implementation of the Mariner's Mile Design Framework, with the exception of the design review requirement. The Zoning Code requires that amendments be initiated by the Planning Commission or City Council before hearings are held. Submitted by: SHARON Z. WOOD Assistant City Manger Attachment: 1. Prepared by: DANIEL R. •TRIMBLE Program Administrator F..-I USERSIPLAUharedVCRYCNL120021031312002 -08 -13 pc initiation sr.doc Balboa Deign Guidelines August 13,2002 Page 2 0 f) RESOLUTION NO. 2002 -_ A RESOLUTION OF THE MAYOR AND CITY COUNCIL OF THE CITY OF NEWPORT BEACH INITIATING AN AMENDMENT TO TITLE 20 OF THE NEWPORT BEACH MUNICIPAL CODE PERTAINING TO DESIGN GUIDELINES FOR BALBOA VILLAGE WHEREAS, Title 20 of the Newport Beach Municipal Code authorizes the Mayor and City Council to adopt a resolution initiating amendments to the Zoning Code of the City of Newport Beach; and WHEREAS, the Mayor and City Council intend to initiate an amendment to revise Title 20 of the Newport Beach Municipal Code to establish new design guidelines for Balboa Village. NOW, THEREFORE, BE IT RESOLVED by the Mayor and City Council of the City of Newport Beach to initiate an amendment to Title 20 of the Newport Beach Municipal Code to establish new design guidelines for Balboa Village. This resolution shall take effect immediately upon adoption. Passed and adopted by the City Council of the City of Newport Beach at a regular meeting held on the day of 2002.
