What the colors mean: • GREEN means the Building Committee generally a with the Design Committee's recommendation. • RED means that the BC generally disagreed with the DC's recommendation (only one). • BLUE means that the BC agreed that it was indifferent about the DC's recommendation. • BLACK means that there wasn't a BC consensus within the BC on the DC's recommendation. Design Committee's Recommendations City Hall Floor Plan: • Floor Plan should easily accommodate future changes to departments, sizes, layouts. • Provide a cafe, small coffee shop, or snack cart /kiosk for the City Hall building. General agreement on the concept, but disagreement as to the specifics. • Provide access to natural light from all staff workstations - "a good goal." • The "pods" beneath the canopy roof should be changed to improve circulation and ensure an effective "one -stop shop." BC leaned towards not requiring this (see diagram). Southernmost Meadow Area Southernmost Meadow Area Southernmost Meadow Area. Two of the General Design Parameters. As Amended. refer to the 'southernmost meadow area" of the northerly portion of the Central Parcel (see Parameters F and G below). It's referred to this way in part because of existing conditions and in part because, during earlier plans to place a park across the entire Central Parcel, this was to be a spot for an accessible meadow where visitors could view the ocean. The City Council has stated, via the Design Parameters. that this thinking for this area — shown generally and roughly above — should continue in whatever Concept Plan is developed for the City Hall and Park project. f. Natural Park Considerations — The northerly 5 -6 acre portion of the Central Parcel ( "Newport Center Park ") has been proposed as a natural park (i.e. one that is reflective of the region's natural habitats and not overly manicured nor oriented towards turfgrass). Of particular importance is preserving the view from the southernmost meadow area and creating a landscaped border around the natural park area as a transition from the more manicured streetscape to the natural park. g. Other Park Requirements — The southernmost meadow area of the Central Parcel and the 3 -acre North Parcel shall have park amenities such as restrooms, a tot lot. picnic and seating areas (including a softscape amphitheater. if appropriate). drinking fountains, and an ADA- accessible path (the latter being around all or part of the 20- acre master plan area). Both parcels shall be integrated as portions of the same Newport Center Park. They shall have activity- oriented facilities but not any organized sports fields. Design Committee's Recommendations Council Chambers & Community Room: • Community Room: It should have an outdoor function area. Design it to "act together as a single unit" with Council Chambers, to act as a large community space. • Council Chambers: Make sure it's expandable for meetings that cause greater attendance. Provide a direct link between Chambers and other city offices. • Make the Community Room and Council Chambers separate from other City offices for ease of after -hours use. Design Committee's Recommendations Light and Glare • Consider "louvers or other systems" to address light /glare from clerestory windows. Reorient the building slightly so that the clerestory windows are not as visible above the site. • Protect the interior of the building on the west side from direct sunlight. • "Provide appropriate mitigation of light /glare so that residences are not adversely affected." Design Committee's Recommendations Linkage with the Library • Improve eating area between Library and City Hall. • "Integrate library (with City Hall and the Park) so as to provide a true civic center." • Have a vehicular connection from City Hall's parking structure to the Library's parking lot. • Provide continuity of landscaping from Library to City Hall along Avocado (refers directly to the "Library olives "). General agreement on this concept, but not wedded to the olives. Other issues: • Separate all pedestrian and vehicular access ways. • Plan should be logistically feasible. • Add surface parking in the entry plaza.
