Harkless, City Clerk SUBJECT: UNSCHEDULED VACANCY ON THE PARKS, BEACHES & RECREATION COMMISSION AND THE PLANNING COMMISSION On Friday, August 23, 2002 and Monday, August 26, 2002 the ad hoc Appointments Committee conducted interviews for the unscheduled vacancies on the Parks, Beaches & Recreation Commission and the Planning Commission. At the conclusion of the interviews, the committee submitted the names of the following nominees for confirmation by the full City Council on August 27, 2002 (copies of applications attached). Parks, Beaches & Recreation Commission William Garrett Christopher Sarris Planning Commission Jeff Cole Michael Toerge The committee is also recommending that the term for the vacant seat on the Parks, Beaches and Recreation Commission be extended to June 30, 2007 (the balance of the unexpired term, plus one full term). E I feel I am uniquely qualified to serve on this commission because of my past 20 years' experience in running a professional property management company. I am a Certified Property Manager, and my firm is an Accredited Management Organization. My experience in managing large homeowners' associations and commercial properties with complex issues of large tree, turf and irrigation problems give me the background to assist with the City's parks and recreation maintenance problems. I have also had experience with infrastructure buildings, streets and sidewalks. I have experience working with large, complex budgets that • deal precisely with the aforementioned issues and possess the necessary analytical skills. I am an avid board and body surfer and have been involved with a number of local sailing clubs and the Orange Coast College sailing program. Also, I currently own a boat that is docked in Newport Harbor. Consequently, I use the harbor and related facilities on a regular basis. I live one block from the beach and utilize it on a dally basis. I am also a frequent user of the City-owned public tennis courts. I also assist my wife with Neighborhood Watch. She is our neighborhood block captain and has attended the Citizens' Police Academy. I know the complex issues that need to be dealt with on a fair and equitable basis to benefit all residents and visitors to Newport Beach's park and beach facilities. Toerge I am a strong believer in our system of municipal government. I realize that contributing to the system, whether as a member of the public or a city administrator, is necessary for the process to function efficiently. I have an established track record of active community involvement in my 21 years in Newport Beach. As a seven year member of the Corona del Mar Residents Association board of directors and as Chairman for the past two years, I remain active in major issues facing our city. In preparation for municipal service, I attended the community based organization, Leadership Tomorrow, where I developed a greater understanding of our municipal government. I was elected to the Leadership Tomorrow Executive Committee by my classmates and was asked to deliver our graduation address. In 1995, I, with current Mayor Gary Adams, was nominated by the city council as a candidate for planning commission. Even though I was unsuccessful, I received confirming votes from Phil Sansone, Clarence Turner and Evelyn Hart. I am sincere and consistent in my interest to serve the city of Newport Beach. The planning commission is where my knowledge and experience can best be utilized. I have a real estate background, I am patient, I am a good listener and I have emerged as leader in the civic organizations that I've participated in. I am a problem solver capable of digesting large volumes of information. I ask relevant and pointed questions in an effort to gain a clear understanding of issues and those affected by my opinions. I do my homework and when it is time to render an opinion, I do so confidently and decisively. I believe property rights are the back bone of a free market system. Without such rights, our country would not be the great country that it is. Property rights are not, however, unconditional and it is the responsibility of city administrators to draw the difficult and fine line between individuals seeking to expand their property rights and the public interest. Property and the developments within this city will be here long after we are gone and city leaders and administrators have the responsibility to fairly administer this process for the benefit of current owners and future generations. Harkless, City Clerk SUBJECT: UNSCHEDULED VACANCY ON THE PARKS, BEACHES & RECREATION COMMISSION AND THE PLANNING COMMISSION RECOMMENDATION Confirm the nominations as presented by the Ad Hoc Appointments Committee to fill the unscheduled vacancies as a result of the resignation of Stuart Macfarland from the Parks, Beaches & Recreation Commission and Mike Kranzley from the Planning Commission and schedule the appointment to be made on September 10, 2002. The successful applicants will be appointed to fill the unexpired terms, which expire on June 30, 2003 and June 30, 2005, respectively. BACKGROUND At the Regular Meeting of July 23, 2002 the City Council accepted the resignations and directed the City Clerk to advertise the vacancies pursuant to Council Policy A -2. Mayor Ridgeway and Council Members O'Neil and Glover were appointed as the Ad Hoc Appointments Committee. The deadline to apply was Thursday, August 15, 2002. BACKGROUND On July 12, 2002, the City Council received the attached letters of resignation from Stuart Macfarland from the Parks, Beaches & Recreation Commission and Mike Kranzley from the Planning Commission. Consistent with Council Policy A -2, information regarding the vacancies will be submitted to The Daily Pilot for publication. The deadline for submitting applications will be 4:00 p.m. on Thursday, August 15, 2002, which will allow the committee time to conduct interviews in order to submit the names of two nominees for each commission to the full Council on August 27, 2002. The appointment to fill the vacancies is scheduled for September 10, 2002. The ad -hoc appointments committee will consist of three council members appointed by the Mayor. My increased career responsibilities and pursuit of my Certified Financial Planner designation are increasingly demanding my time and not allowing me to devote the proper focus needed to my sub - committees and monthly meetings. I have tried over the past several months to balance my time accordingly, however have not been able to fully meet all aspects. I have further been frustrated by other commissioner's personal agenda that do not align with council policy to benefit our city at large. I will continue to be an active participant and advocate of city needs and hope you will remain committed to beautifying our city while balancing its heritage.
