People willing to look at the triangles beneath plastic bottles (etc) and to sort clean recyclable materials at the home or business. • The Non - Sorters. People who believe it's best to leave the sorting to others. 1 Important Terms and Definitions MWPF: Mixed -waste processing facility. What CR &R uses to process NB's residential waste. MRF: Materials Recovery Facility. Big warehouse with a conveyor belt and 30 -50 workers along the belt0 who "recover' recyclable products. MRFs can be "clean' (recovering clean recyclable products) or "dirty" (aka a MWPF). 50% Diversion Rate: AB 939 directs NB to divert 50% of a certain tonnage of waste assigned to NB so that it doesn t go to a landfill. Co- mingled. Used in two ways: • Clean recyclables (paper, plastics, glass) can be co- mingled into a single bin; or • Wet refuse can be co- mingled with recyclables. Calculating Diversion 1. CIWMB adjusts NB's 1990 base year tonnage (in 2000 = 235,959 tons) based on: 1. Population 2. Taxable sales 3. Employment 4. CPI 2. Landfills ask all waste carriers where they collected waste. Landfills add each truckload's tonnage to NB's tally. 3. At end of 12 months, NB's landfill tonnage should be 50% of the CWIMB figure (i.e. 117,979 tons). It was 121,368 in 2000. 4. Thus, NB's rate in 2000 was 121,386/235,959 or 48.5% Our 50% Pitfalls Landscapers & contractors travel in many cities and then go to the landfill - if last work site was NB, we can be credited with all the tonnage. Sometimes MWPF managers dor t sort any trash - if they're busy (after a holiday), all waste may go to a landfill without getting sorted. NB's contract with CR &R asks for 25 % diversion. That means the other 25% comes from multi - family units, contractors, businesses, and landscapers. What if the remodel and demolition market slides in the future? What's Important to the Sorters? • Meeting the 50% diversion requirement of cities under AB 939 by: • Reducing the amount of waste that goes to the landfill; • Increasing the amount of salvaged, saleable recyclable materials. • Doing so in a cost - effective way for NB ratepayers. • Teaching future generations to recycle and to use recyclable products. • Protecting workers and the City from exposure to hazards and related liability. Our Concerns with Today's System • Quality recyclable materials are often rendered unusable in the home when combined with wet waste. • Those lost post- holiday days at the MWPF. • We may be losing lots of greenwaste. • We may not be teaching good stewardship of our environment to our children. • Co-mingled waste (wet waste mingled with recyclables) increases potential for worker exposure to hazardous materials & may increase City's liability exposure. • City's contract with CR&R only asks for 25% diversion from waste stream. What happens if the other 25% doesn't come through? Our Constraints • Cost - a change shouldn't bust residential budgets. • Traffic - we don't want more trucks on the road and more gas used. • Logistics - some parts of NB (Balboa Island, West Newport) may not be able to handle curbside carts and larger automated refuse trucks. • Contract - Current contract with CR &R sets 25 % rate and current system for 5+ years (but CR &R also has a clean MRF - may be able to amend contract to send recyclables there). • Market - Market today is weak for some recyclables. We may increase the amount of recyclables "wasted" and disposed of elsewhere (China, etc.) The Alternatives 1. 3 -Bin Curbside Citywide. Separate bins for: • Wet, non - recyclable waste • Co- mingled clean recyclables (paper, glass, plastics) • Greenwaste 2. 3 -Bin Pilot Project in specific neighborhoods (where yards and street widths allow) The Alternatives 3. 2 -Bin Curbside Citywide w /MWPF. Separate bins for: • Wet, non - recyclable waste (to MWPF) • Co- mingled recyclables (to clean MRF) 4. As Is but pay CR &R for higher diversion. 5. As Is but add an aggressive greenwaste campaign 6. As Is but add a 3-Bae system - provide separate colored bags for: Wet waste • Dry waste (non - recyclable and recyclable co- mingled) Greenwaste The Alternatives 7. As Is but add a better and more comprehensive public education campaign. Did anyone see the current flier? 8. As Is Our Recommendation • Select Alternative 6 or 7. Get more home participation in keeping recyclables salvageable. Evaluate progress before December 2004. • Prepare new Council Policy that: • Requires a minimum of —% diversion by any MWPF that City uses in any contract approved after 2002. • Requires the MWPF to effectively utilize processed waste (like gassification) after recyclables removed. • Directs City staff to fund and implement: • An education campaign to residents regarding for wet /dry bagging of residential waste. • An education campaign to residents, businesses, landscapers and contractors for the more effective capture of greenwaste. • A minimum of 3 household hazardous waste collection days annually.
