Webb, Public Works Director- (949) 644 -3330, dawebb@newportbeachca.gov PREPARED BY: Ben Davis, Civil Engineer PHONE: 949 - 644 -3317, bdavis @newportbeachca.gov TITLE: Bayside Drive Storm Drain Litter Removal — Award of Contract No. 5954 (CAP15- 0025) ABSTRACT: Staff received construction bids for the Bayside Drive Storm Drain Litter Removal project and is requesting City Council's approval to award the construction contract to Clarke Contracting Corp. of Lawndale, CA. RECOMMENDATION: a) Approve the project plans and specifications; b) Award Contract No. 5954 to Clarke Contracting Corp. for the Total Bid Price of $328,100.00, and authorize the Mayor and City Clerk to execute the contract; and c) Establish a contingency of $33,000.00 (approximately 10% of Total Bid) to cover the cost of unforeseen work not included in the original contract. Geotechnical $ 5.167.00 8 Support $ 698,750.00 $ 366,267.00 Total: DISCUSSION: The Bayside Drive Storm Drain Litter Removal project involves the installation of a hydrodynamic separation unit along an existing 60 inch storm drain pipe that runs parallel to Bayside Drive at the Heliotrope Avenue intersection. This storm drain system receives heavy street litter flow during storm events. The proposed hydrodynamic separation interceptor unit will capture trash and remove debris before storm water enters the ocean and bay waters. Staff was successful in applying for Measure M2 grant funds from Orange County Transportation Authority (OCTA) which will be used to fund the majority of this project. A portion of funds from the Tier II Environmental Cleanup grant were used to install trash and debris interceptors at other city locations as part of Contract 5551. Overall, these environmental cleanup grant funds require a local match of 25 to 30 percent which will be reconciled at the conclusion of this project so that staff can request reimbursement from OCTA. At 10:00 a.m. on January 14, 2015, the City Clerk opened and read the following bids for this project: The low bid amount is 0.5% lower than the Engineer's Estimate of $330,000. The low bidder, Clarke Contracting Corp., possesses a California state contractor's license classification "A" as required by the project specifications. A check of the contractor's references indicates satisfactory completion of similar projects for other public agencies. The work necessary for the completion of this contract consists of installing one hydrodynamic separation unit, excavating, backfilling, compacting, replacing hardscape and landscape improvements damaged by the work, and incidental items of work as required. Pursuant to the Contract Specifications, the contractor will have 60 consecutive working days to complete the work. NOTICING: This agenda item has also been publicly noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item).
