SUBJECT: REAPPOINTMENT OF REPRESENTATIVE TO THE ORANGE COUNTY
VECTOR CONTROL DISTRICT BOARD
RECOMMENDATION:
Confirm Mayor Bromberg's reappointment of Dr. Virginia Barrett to the Orange County
Vector Control District Board for a four -year term ending December 31, 2006.
DISCUSSION:
Background:
On February 27, 2001, Mayor Adams, after an application and interview process,
appointed Dr. Virginia Barrett to serve as the City's representative on the Orange
County Vector Control District Board for a two -year term ending December 31, 2002.
On December 2, 2002 the City Council received a letter from Robert D. Sjogren, Ph.D.,
District Manager, of the Orange County Vector Control District, advising them of Dr.
Barrett's term expiration at the end of the year. The Health and Safety Code sets forth
the appointment process and the length of the term.
On December 9, 2002 the City Clerk's office contacted Dr. Barrett about her continued
service on this Board of Trustees and she indicated that if it is the will of the Council,
she would like to be reappointed for a four -year term.

The term of office of your representative, Dr. Virginia L. Baf &, will expire at the
end of this year. As you know, Dr. Barrett was appointed in March 2001 to
represent the City of Newport Beach. Since her appointment, she has attended
21 of the 21 meetings held by the Board of Trustees for a 100 percent record of
attendance.
Dr. Barrett has actively participated in the affairs of the Board of Trustees and
has served on the Policy and Personnel Committee.
The qualifications for your representative on the Board of Trustees of this
District are stated in Section 2242 of the Health and Safety Code as follows:
"Section 2242. Each member of the board appointed by the governing body
of a city shall be an elector of the city from which he is appointed and a
resident of that portion of the city which is in the district."
Your representative is appointed to a two or four year term of office and cannot be
replaced except for cause. The representative may resign however.
Section 2245(c). The first term of any member shall not exceed two years.
Each subsequent consecutive reappointment, if any, may be for a term of
two or four years, at the discretion of the appointing power."
It is the Board's request that you reappoint Dr. Barrett, or a successor to her, for
