SUBJECT: ADOPT RESOLUTION NO. 2004 - ADJUSTING STREET SWEEPING
PARKING RESTRICTIONS ON VISTA DEL ORO AND MAR VISTA DRIVE
RECOMMENDATIONS:
Adopt Resolution No. 2004 - adjusting street sweeping operation and related NO
PARKING restrictions on Vista Del Oro and Mar Vista Drive from 8:30 a.m. to 12:30
p.m. Thursdays to 9:30 a.m. to 12:30 p.m. Thursdays.
2. Rescind Resolution No. 2003 -32.
DISCUSSION:
Residents in the Eastbluff area have contacted the City about changing street sweeping NO
PARKING restrictions along Vista Del Oro and Mar Vista Drive. The current street sweeping
NO PARKING restrictions along these roadways are Thursday from 8:30 a.m. to 12:30 p.m.
The 8:30 a.m. start time does not allow enough time for parents to walk their children to
Eastbluff Elementary School and return to move their vehicles before parking enforcement
begins. Staff recommends changing street sweeping NO PARKING restrictions along Vista
Del Oro and Mar Vista Drive to facilitate the operation of the school. General Services, Police,
and Public Works staff concurs with this recommendation.
Environmental Review:
Categorically Exempt under Chapter 3, Article 19, Section 15301, Class 1 (c) of the Title 14
California Code of Regulations. Exemption for the maintenance of existing facilities.

RESOLUTION NO. 2004
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
NEWPORT BEACH ESTABLISHING "NO PARKING"
RESTRICTIONS ON DESIGNATED STREETS ON SPECIFIC
DAYS AND TIMES TO IMPROVE STREET SWEEPING
EFFECTIVENESS AND RESCINDING RESOLUTION NO. 2003 -XX
WHEREAS, Section 12.44.150 of the Newport Beach Municipal Code provides
that the City Council shall by Resolution designate streets or portions of streets on which
the parking or standing of vehicles is to be prohibited. The City Council shall designate in
the Resolution the days of the week and the exact hours during which such prohibition
shall be in effect; and
WHEREAS, the City Council has determined that it is reasonable and in the public
interest to prohibit parking of vehicles at certain times and in certain areas of the City in
order to effectively operate the City street sweeping program;
• NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Newport
Beach that parking of vehicles shall be prohibited between the hours of 8:30 A.M. to
12:30 P.M. on the following days and in the following areas:

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
NEWPORT BEACH ESTABLISHING "NO PARKING"
RESTRICTIONS ON DESIGNATED STREETS ON SPECIFIC
DAYS AND TIMES TO IMPROVE STREET SWEEPING
EFFECTIVENESS AND RESCINDING RESOLUTION NO. 2003 -32
WHEREAS, Section 12.44.150 of the Newport Beach Municipal Code provides
that the City Council shall by Resolution designate streets or portions of streets on which
the parking or standing of vehicles is to be prohibited. The City Council shall designate in
the Resolution the days of the week and the exact hours during which such prohibition
shall be in effect; and
WHEREAS, the City Council has determined that it is reasonable and in the public
interest to prohibit parking of vehicles at certain times and in certain areas of the City in
order to effectively operate the City street sweeping program;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Newport
Beach that parking of vehicles shall be prohibited between the hours of 8:30 A.M. to
12:30 P.M. on the following days and in the following areas:
