Bludau, City Manager 949 - 644 -3000, hbludau @city.newport- beach.ca.us SUBJECT: Establishment of a City Council Committee to Initiate the Planning of Activities and Materials to Celebrate the City of Newport Beach's 100th Anniversary as an Incorporated City ISSUE: Should the Council create a Committee to begin planning for the City's centennial in 2006? RECOMMENDATION: Adopt the attached resolution creating the City Centennial 2006 Committee and have Mayor Ridgeway appoint its three (3) City Council Members including a Chairman. DISCUSSION: Newport Beach became an incorporated California City in 1906. Since that time, the City has had over 80 annexations in order to achieve its current boundaries. Since a 100`" anniversary is a cause for celebrating most noteworthy events, and since Newport Beach has evolved into the beautiful, world class city it is, it is only right that community pride be organized for the planning of special events and commemorative materials in relation to the City's centennial in 2006. It is envisioned the City Ad Hoc 2006 Centennial Celebration Committee have among its functions: 1. Making a recommendation to the Council as to community representation to be added to this Committee. 2. Recommend to Council those events and materials it believes should be part of to the 2006 Centennial celebration. Establishment of a City Council Committee to Initiate the Planning of the City of Newport Beach's 100'" Anniversary as an Incorporated City January 27, 2004 Page 2 3. Recommend to Council proposed FY 2004 -05, FY 2005 -06, and FY 2006 -07 centennial celebration budgets for Council consideration. 4. Make to Council any recommendations regarding staffing support, money, communications, contracts and agreements which are in furtherance of centennial planning and execution. 5. Make status reports back to the Council regarding Subcommittee planning when appropriate. 6. Hold meetings at a frequency which allows for the planning and implementation of a splendid City Centennial 2006. Submitted by: Homer L. BlucKu City Manager Attachments: Resolution 1] 0 0 • RESOLUTION NO. 2004 -_ A RESOLUTION OF THE CITY OF NEWPORT BEACH CITY COUNCIL ESTABLISHING THE CITY CENTENNIAL 2006 COMMITTEE WHEREAS, Newport Beach was incorporated in 1906; and WHEREAS, since 1906, Newport Beach has grown into a magnificent, world class city, renowned for its beauty, its beaches, it's large recreational boat harbor, its beautiful homes, its first -class shopping and restaurant spots, and its great community pride; and WHEREAS, 2006 will mark the 100th year of Newport Beach's incorporation as a city; and WHEREAS, Newport Beach deserves a centennial celebration worthy of its reputation and the hard work of those residents and business leaders that have resulted in such a wonderful community; and WHEREAS, the residents and business leaders whose hard work has • created this community should be an integral part of the planning of centennial events and related materials; NOW, THEREFORE, BE IT RESOLVED by the Newport Beach City Council as follows: Section 1. The City Centennial 2006 Committee is hereby established. Section 2. The Committee shall consist of three Council members appointed by the Mayor and those community member positions recommended to Council and approved by Council to ensure that the centennial planning and celebrations are created and supported by the community. Section 3. The Committee shall have the following duties and responsibilities: a. Make recommendations to the City Council as to Committee membership to ensure the Committee consists of a broad spectrum of residents as well as business and community leaders. b. Recommend to the City Council those events and • materials it believes should be included in the centennial celebrations. c. Make recommendations to the City Council with respect to the funds that should be allocated for the Centennial in the budgets for FY 2004 -05, FY 2005 -06 and FY 2006- 07. d. Submit regular status reports to the City Council. e. Hold Committee meetings at a frequency sufficient to allow for the planning, funding and implementation of the 2006 City centennial. f. This Committee shall sunset as of January 30, 2007. Tod W.
