HomeMy WebLinkAbout05 - Corona del Mar Amenity ProjectCITY OF NEWPORT BEACH CITY COUNCIL STAFF REPORT Agenda Item No. 5 January 27, 2004 TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: City Manager's Office Dave Kiff, Assistant City Manager 949/644 -3002 or dkiff @city.newport- beach.ca.us SUBJECT: Resolution 2004 -_ -- Regarding a Proposition 40 Grant for the Corona Del Mar Beachgoer Amenity Project ISSUE: Should the City of Newport Beach apply for a grant under Proposition 40 and the Urban Park Act of 2001 Program? • RECOMMENDATION: Adopt Resolution 2004 -_ allowing the City to apply for a Proposition 40 grant under the Urban Park Act of 2001 Program. DISCUSSION: Background: Corona Del Mar State Beach is a locally- operated State Parks unit operated by the City of Newport Beach. It is approximately 17.8 acres of beach area and parking within central Orange County. It receives about 1 million visitors annually, with more than 110,000 vehicles using the 300 -space parking lot each year. The Corona Del Mar Beachgoer Amenity Project is a comprehensive $2.4 million expansion of visitor - serving facilities at and around the beach. The Project involves a reconstruction and /or expansion of some facilities and the addition of other facilities along the beachfront as follows: Expansion /Reconstruction • Restrooms -- expanded and rehabilitated; and • Concession Facility - reconstruction. Additions (all submitted for grant funding) • Ocean Safety /Marine Life Refuge Supervision and Storage Facility; Resolution Regarding a Proposition 40 Grant January 27, 2004 Page 2 • • Interpretive signage to teach visitors and school children good tidepooling rules; and • Irrigation and communications equipment. The Project's design objectives, set early in the process, included the following: • Provide a safe beachgoing environment; • Expand the ocean safety /lifeguard presence at the beach; • Fostering environmental awareness of the tidepools and beach to eliminate environmental damage; • Maintain the natural aesthetic appeal of the beach, bluffs, and ocean view; • Minimize the impact of new structures and landscape on existing views; • Size facilities appropriately for beach use; • Designing attractive, vandal proof, easily - maintainable facilities in the harsh salt/beach environment; and • Mitigating conflicts where possible between beach user groups, including fire ring users, volleyball players, and sunbathers. Readers can learn more about this project by referring to a Council Agenda Item on the City Council's July 8, 2003 agenda. Project Status: After public outreach, the Newport Beach City Council approved the Project's design in July 2003. It currently is under review by the California Coastal Commission. The lead architectural firm working with the City on the Project is Robbins, Jorgensen, Christopher Architects. Project construction is anticipated in September 2004 with completion in March 2005. Funding for the Project. Many sources of grant funding require the applicant's governing body to adopt a resolution formally authorizing the applicant to apply for the grant. Proposition 40, known as the California Clean Water, Clean Air, Safe Neighborhood Parks, and Coastal Protection Act of 2002 has such a requirement. When the City Council approved the final plan for the Project, the Council directed us to °seek additional funding" to complete the $2.4 million project. With this direction, I completed an application for $784,400 in funding under Proposition 40. The City has already set aside or could set aside about $1.6 million for the Project. Submitted by: Dave v, V Assistant City Manager Attachment: Resolution 2004- Resolution Regarding a Proposition 40 Grant January 27, 2004 Page 4 Attachment A Resolution # 2004- A RESOLUTION OF THE CITY OF NEWPORT BEACH APPROVING THE APPLICATION FOR GRANT FUNDS FOR THE URBAN PARK ACT OF 2001 PROGRAM UNDER THE CALIFORNIA CLEAN WATER, CLEAN AIR, SAFE NEIGHBORHOOD PARKS, AND COASTAL PROTECTION ACT OF 2002 FOR THE CORONA DEL MAR BEACHGOER AMENITY PROJECT WHEREAS, the people of the State of California have enacted the CALIFORNIA CLEAN WATER, CLEAN AIR, SAFE NEIGHBORHOOD PARKS, AND COASTAL PROTECTION ACT OF 2002, which provides funds to the State of California for grants to eligible Applicants like the City of Newport Beach; and WHEREAS, the California Department of Parks and Recreation has been delegated the responsibility for the administration of the Urban Park Act of 2001 Program and the grant Project shown above within the State, setting up necessary procedures, and WHEREAS, said procedures established by the California Department of Parks and Recreation require the City Council to certify by resolution the approval of the Application before submission of the Application to the State, and WHEREAS, the City will enter into a Contract with the State of California for the Project; NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Newport Beach hereby: Approves the filing of an Application for local assistance funds from the Urban Park Act of 2001 Program under the California Clean Water, Clean Air, Safe Neighborhood Parks and Coastal Protection Act of 2002; and 2. Certifies that the Applicant has or will have sufficient funds to operate and maintain the Project; and 3. Certifies that the Applicant has reviewed, understands, and agrees to the General Provisions contained in the Contract shown in the Procedural Guide; and 4. Certifies that the Grantee has or will have available, prior to commencement of any work on the Project, the proportional Match; and 5. Appoints the Mayor as agent to conduct all negotiations, execute and submit all documents including, but not limited to, applications, agreements, payment requests and so on, which may be necessary for the completion of the Project.
