SUBJECT: EMERGENCY WATER REPAIR AT JAMBOREE ROAD AND E. COAST
HIGHWAY
RECOMMENDATION:
Approve the emergency expenditure of $58,195.88 from the Water Enterprise Fund to
repair the 18 -inch water main break and pavement replacement in East Coast Highway
at Jamboree Road.
DISCUSSION:
On October 15, 2003, at the intersection of E. Coast Highway and Jamboree Road, a
significant water leak occurred on the 1957 18 -inch steel water transmission main.
During the investigation of the leak, it was determined that the City would need an
outside contractor to make necessary repairs. Doty Bros. Equipment Company, who
has performed several scheduled and emergency repairs for the City in the past, was
hired to make the repairs and repave the street.
The contractor began excavating the intersection to locate the leak on October 16. The
excavation work took place for several days to pinpoint the location of the leak so that
necessary repairs could be made. The depth of the excavation averaged about 12 feet.
The leak was located on October 18. The cause of the leak was determined to be
corrosion of a section of the 18 -inch main in the middle of the intersection (See attached
photos). There is also a 30 -inch steel water main in the intersection. The 30 -inch main
was first thought to be the leaking main because of its proximity to where the water was
coming out of the pavement. It was fortunate that the 30 -inch was not leaking because
it would have taken longer to repair.
Traffic control was a major effort for the contractor because of the high volume of traffic
that utilizes this intersection. The contractor began removal of the damaged section of
main on October 20 and completed welding repairs and backfilling the trench on
October 23. The contractor returned on November 13 to begin making permanent
repairs of the pavement. The repaving of E. Coast Highway was completed on the
same day. Fortunately, the Utilities crews provided uninterrupted water service to the
area by closing water valves that allowed other mains to deliver service to the area.
The total cost for the repairs to the water main and repaving of E. Coast Highway by
Doty Bros. Came to $58,195.88.

Staff will be considering the replacement of the mains in this intersection in next year's
CIP Budget to avoid future occurrences like this at one of the City's most traveled
intersections.
Funding Availablity:
Funds for this repair are available in account 7501- C5500074.
