ABSTRACT: At a special meeting on Saturday, January 25, the Council, city staff, and public met to discuss priority efforts and projects for 2014. Staff promised to bring the comments back in February 2014 within a chart (Attachment A) showing what staff believes can be addressed in 2014, which departments will work on the projects /efforts, and where funding has been identified or needs to be identified. RECOMMENDATION: Approve the list of priorities for 2014 (Staff Report Attachment A). FUNDING REQUIREMENTS: A majority of the City's budget accomplishes the tasks, programs, and projects on the attached list. But at this time we know of no new funding required to adopt this list. DISCUSSION: At the City Council's work session on Saturday, January 25, 2014, the Council heard and discussed projects and programs that went on in 2013, that continued into 2014, and that might be considered to add to the work plan for 2014 and beyond. We return today with an updated chart showing where Council suggested that a matter indeed be a focus for 2014. In Attachment A, most things are self - explanatory, but an appropriate legend might be to clarify the departmental or agency references. These are: CC (City Council), CM (City Manager), CA (City Attorney), CDD (Community Development), Finance (Finance Department), Fire (Fire Department), HR (Human Resources), LS (Library Services), MOD (Municipal Operations), PD (Police), PW (Public Works), RSS (Recreation and Senior Services). The Harbor Commission (HC), the Parks, Beaches and Recreation Commission (PB &R) and Arts Commission (Arts Com) are also noted, as is the County of Orange (OC), the Orange County Transportation Authority (OCTA) and the California Department of Fish and Wildlife (DFWS). In closing, as the Council adopts these priorities, the Council and staff are aware that the staff and others must accomplish the priorities while completing many other tasks, including day -to -day operations of the City government, human resource challenges, and a variety of high interest issues that arise during a calendar year. As such, the priorities remain priorities and should helpfully explain where the Council would like staff to spend its time in 2014 - knowing that not all may be fully accomplished on December 31, 2014. On behalf of the city's management team, I thank the Council and community for their input into this document as well as the staff in each department that works hard to accomplish the community's wishes. ENVIRONMENTAL REVIEW: Staff recommends the City Council find this action is not subject to the California Environmental Quality Act ( "CEQA ") pursuant to Sections 15060(c)(2) (the activity will not result in a direct or reasonably foreseeable indirect physical change in the environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378)of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential for resulting in physical change to the environment, directly or indirectly. NOTICING: This item was noticed according to the Brown Act, with posting of this material at least 72 hours in advance of the February 25, 2014 City Council meeting. In addition, copies of a draft of the spreadsheet were made available at the Saturday goal setting workshop.
