HomeMy WebLinkAbout9 - C-3643 Irvine Terrace Valve Replacement0 CITY OF NEWPORT BEACH CITY COUNCIL STAFF REPORT Agenda Item No. 9 March 9, 2004 TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: Public Works Department Michael J. Sinacoh, P.E. 949 - 644 -3311 Msinacofi@city.newport-beach.ca.us SUBJECT: IRVINE TERRACE VALVE REPLACEMENT — REJECT BIDS FOR CONTRACT NO. 3643 RECOMMENDATION: Reject the bid received for Contract No. 3643 and authorize staff to re- evaluate project design and re- advertise the project at a later date. DISCUSSION: At 10:00 a.m. on February 24, 2004 the City Clerk opened and read the following bids for this project: TOTAL BID AMOUNT $264,350.00 $269,621.00 $364,470.00 $371,140.00 $374,190.00 This project provides for the replacement of all of the water valves located within the Irvine Terrace Tract. The existing water valves were installed with the original water main in 1953 and no longer close effectively. The low total bid amount is 25 percent above the Engineer's Estimate of $211,000. Because the cost of the project was so much higher than anticipated, a re- evaluation of the project scope is warranted. In addition, another area of valve replacement is planned for next fiscal year. By combining the two projects into one, a cost savings could be realized in both construction and administration costs in one larger project. Staff recommends rejecting all bids, re- evaluating the project limits and re- bidding the work for construction next fiscal year.
