SUBJECT: Purchase of Thermal Imaging Cameras
RECOMMENDATION
The City Council waive bidding process requirement and approve the purchase of three
ISG K -1000 Hi- Resolution Micro - Bolometer Thermal Imaging Cameras for $41, 086.13
from Allstar Fire Equipment with grant funds.
DISCUSSION
The Fire Department received $60,200 in funding from the Assistance to Firefighters Act
Grant from the Federal Emergency Management Agency to purchase a "Fire Safety
Kit ". In 2004, City Council approved the grant funds in Budget Amendment (BA -026) for
the grant funding of the "Fire Safety Kit ".
Included within the "Fire Safety Kit" proposal was the purchase of three thermal imaging
cameras. These devices will greatly assist the fire department's ability to assess a fire's
danger, locate hot spots in our urban wildland interface, and assist us in the location of
possible victims.
The Fire Department has chosen the ISG K -1000 Hi- Resolution Micro - Bolometer
Thermal Imaging Cameras because of their design features, reliability, and price. The
two thermal imagers currently in use were also made by ISK. Request council waiver to
sole source purchase to ISK. Sole source purchase of the updated model significantly
improves maintenance, training and operational requirements of the new units.
Funding Availability
In the 2003 -2004 budget, $60,200 was budgeted into Fire Department account 2320-
4894 according to the Assistance to Firefighters grant for the purchase of the "Fire
Safety Kit." The cost for this purchase is $41,086.13.
