SUBJECT: Accept Assistance to CERT Grant
RECOMMENDATION:
City Council accept the'02 Federal Emergency Management Agency Supplemental
Grant for Community Emergency Response Teams (CERT) for $5,010 in funding for
the CERT Program.
2. City Council approve a Budget Amendment BA increasing revenue estimates
by $5,010 in 2354 -4894 and appropriating those funds into Fire Department account
2354 - 82002.
DISCUSSION:
In FY 2003, the Federal Emergency Management Agency (FEMA) announced the
availability of grants in support of Community Emergency Response Teams (CERT).
The grant made 2002 federal money available to local agencies for use during the 03-
04 Federal Fiscal Year. Currently, the Fire Department provides no cost emergency
preparedness training to community members who live and /or work in Newport Beach
through the CERT Program. The CERT Program focuses on hands -on skills, including
Light Search and Rescue, Disaster Fire Suppression, Disaster Medical Operations,
Disaster Psychology, and Emergency Preparedness. Participants learn how to prepare
for and safely respond to emergencies. The CERT Program is in its fourth year and has
had an extremely positive. impact on the volunteers involved, as well as the overall
emergency preparedness of the City of Newport Beach.
The FEMA Grant guidance for the '02 CERT Supplemental Grant stipulates that the
funding cannot supplant original program funding. These grant funds will support the
success of CERT and enable the City's emergency preparedness efforts to continue on
a positive, progressive track.
In accordance with council policy, the Fire Department requests Council to accept this
grant funding and deposit funds into the Fire Department Operation Division account
2354 - 82002.
