SUBJECT: BUDGET AMENDMENT TO ACCEPT A CHECK FROM THE NEWPORT
BEACH LIBRARY FOUNDATION AND APPROPRIATE FUNDS FOR
MAINTENANCE & OPERATIONS BUDGET FOR FY 2003104.
RECOMMENDATION:
Approve a Budget Amendment in the amount of $10,000.
DISCUSSION:
A check from the Newport Beach Public Library Foundation in the amount of $10,000,
approved by the Board of Library Trustees on March 16, 2004, will be presented to City
Council.
In August 2003 the need for Wireless Technology in the Library was reviewed by the
Board of Library Trustees who agreed that the service would benefit Library customers.
The wireless access to Library resources, including the Internet, will enable customers
to use their wireless enabled laptops anywhere in or around the Library. The customers
can sit at study tables, on the patio, in an easy chair or in their car and use Library
resources. The service will be initiated at the Central Library, Mariners Library, Balboa
Branch and the Corona del Mar Branch simultaneously. We expect this new service will
increase the number of customers who can access resources while decreasing demand
for our public computers. WiFi (wireless fidelity) has been offered in bookstores,
universities, and Internet cafes for some time. Our residents have been requesting this
service for this past year.
To ensure the City is protected, Management Information Systems (MIS) and Library
staff developed a strategy that uses specific hardware and Library card numbers to
authenticate the user. This also allows the Library to statistically monitor use of its
resources. MIS and Library staff jointly reviewed the provider's contract and the
hardware requirements.
Bill and Bobbitt Williams generously donated $10,000 of Krispy Kreme stock to the
Newport Beach Public Library Foundation so that WiR could be funded. The Williams
gift will allow the Library to begin WiFi service in May.

The $10,000 will be deposited into 4010 -5901 and appropriated into the
Library's Maintenance and Operations account 4010 -9000 for the purchase of
wireless technology this fiscal year 2003/04.
