HomeMy WebLinkAbout05 - Master Fee ResolutionCITY OF NEWPORT BEACH CITY COUNCIL STAFF REPORT Agenda Item No. 5 April 13, 2004 TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: Administrative Services Department Glen Everroad, Revenue Manager, 644 -3144 everroad @city.newport- beach.ca.us SUBJECT: Master Fee Resolution ISSUE: Should the Master Fee Schedule be amended to reflect the new fees established by the recent revisions to Municipal Code Chapter 5.10 relating to special events and Chapter 15.02 relating to demolition permits? RECOMMENDATION: Staff recommends the City Council adopt the attached proposed Resolution updating the Master Fee Schedule. DISCUSSION: In 1996, the City of Newport Beach retained KPMG Peat Marwick LLP (KPMG) to conduct a cost of services study for City services requested and initiated by residents, businesses and others who most benefit from the City services. The KPMG study determined the actual cost of providing each of those services including direct labor costs, administration or "overhead" costs and the cost of materials and supplies based on actual 1994 -1995 costs. In 1997, the Council adopted Ordinance 97 -8 establishing Chapter 3.36 (COST RECOVERY FOR USER SERVICES) of the Municipal Code. The Ordinance codified the Council's decisions at that time regarding the percentage of cost to be recovered from direct user fees for the services studied. The remaining cost of those services is subsidized by tax revenues derived from the general population. At the same time, Council adopted Resolution 97 -15 establishing a Master Fee Schedule for City services. Master Fee Schedule April 13, 2004 Page 2 The Master Fee Schedule is intended to be a centralized location for the myriad of fees previously located in individual ordinances, resolutions and council policies. On February 10, 2004, Council introduced an ordinance amending Municipal Code Chapter 15.02, relating to demolition permits. That ordinance created a new fee and deposit for the processing of demolition permits. On March 23, 2004 Council introduced an ordinance creating a new Municipal Code Chapter 11.3 relating to special events and amending Chapter 3.36 relating to cost recovery for user services. These revisions included changes to the fees charged for special events permit processing. Both ordinances provide that fees will be established by resolution of the City Council. The attached proposed resolution (attachment A) would amend the Master Fee Schedule to reflect the new and revised fees established in the two previously introduced ordinances. Attachment B lists the new fees that would be added to the Master Fee Schedule, and those underlined in this attachment would be deleted. Environmental Review: None required. Section 2: The effective date for the fees pertaining to the General Services Department as noted on Exhibit "A" shall be April 22, 2004. The effective date for the fees pertaining to the Recreation and Senior Services Department as noted on Exhibit "A" shall be May 13, 2004.
